Lutheran Social Services of Southern California began in December 1944 when a group of Lutheran congregations in San Diego came together to discuss how to better assist families in need. They began discussing how to form a Welfare Commission. Their vision

expanded when they came together with another group of Lutheran congregations in Los Angeles having the very same conversation. Lutheran Social Services of Southern California was officially incorporated in 1946 as a 501(c)(3) non-profit social service agency. The mission has stayed true to its earliest beginnings, to be a servant to those in need. Today LSSSC serves thousands of individuals and families throughout Southern California with over 40 diverse programs/services at 14 distinct locations. Job Summary:

SUMMARY: Under the leadership of the Clinical Senior Director, the Program Manager is responsible for program

operations and personnel. This position develops and implements program services that provide quality of care and

effective services to individuals and families. The Program Manager collaborates with the Clinical Senior Director and

the CalAIM Programs’ Regional Director to establish program budgets and ensure that the programs operate within

budgets, and in compliance with guidelines and policies. This position will build and supervise a staff team and

provide training and guidance to effectively provide quality services to under resourced individuals, families, and

communities.

Essential Duties and Responsibilities include:

· Ensures that delivery of program services are aligned with LSSSC's vision, mission, and values.

· Provides effective leadership of their team’s operations.

· Reviews and adheres to work scope for each program according to contract guidelines.

· Develops program work plan and standard operating procedures as appropriate.

· Provides their staff with ongoing supervision, support, and training.

· Manages crisis intervention responses and involves clinical staff as appropriate.

· Coordinates the recruitment, hiring, training, development, and evaluation of staff.

· Provides back-up of staff positions as needed.

· Collaborates and works in conjunction with other CalAIM Program Managers, Senior Program Managers and Regional Director.

· Engages stakeholders in program development and enhancement activities.

· Oversees the data entry process.

· Tracks program enrollments and activities, working with the Finance Dept. to ensure accuracy for all billing data.

· Supports and participates in program audits and conducts Quality Assurance and Utilization Reviews of program services.

· Assists in program management and budgetary planning and reports as well as other related compliance reporting. 

· Collaborates cross departments to apply for/renew grants and funding sources to support capacity building and program operations. 

· Represents LSSSC at CalAIM program conferences, trainings, and related meetings in San Bernardino County. 

· Cultivates partnerships with local providers and/or funders to provide services for the community. 

· Assures compliance with confidentiality and HIPAA Privacy Rules. 

· Supervises the ordering of supplies and equipment. 

· Other duties may be assigned.

Requirements

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements written below are representative of the knowledge, skill, and/or ability required. Education: A bachelor’s degree required, and master’s degree preferred or working towards a master’s degree in

public health, social services, or similar field. At least three (3) years of experience in working in public health, health care programs, social services, homeless services, outreach, case management, or working with vulnerable populations with a minimum of two (2) years’ experience supervising a team or similar level of leadership. 

Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Bilingual is preferrable. 

Math Ability: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. 

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 

Organizational Skills: Strong organizational skills, with strong attention to detail and task oriented. 

Supervisory Skills: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work of staff. Assists with hiring employees and conducting performance appraisals. 

Driving: Clear California Driver’s License (Must allow DMV check before hire with monitoring throughout employment) a working vehicle and proof of current vehicle insurance as required in the driving policy. 

Computer Skills: To perform this job successfully, an individual should have knowledge of Word Processing software and Spreadsheet software.
