Description

Essential Duties and Responsibilities: 

The Program Director oversees all shelter activities including day-to-day operations and facility oversight. They plan and direct services, implement policies and practices, support programs and classes, manage program budgets, supervise staff, and engage in community relations. This position is responsible for ensuring the effective, safe, and sanitary operation of the shelter and for facilitating program expansion efforts. The Program Director cultivates community-based partnerships, fosters networking opportunities, and promotes fundraising to support program operations. They demonstrate excellent time management and organizational skills, attention to detail, and efficiency in task management. They possess the ability to work with culturally diverse and multi-disciplinary teams. The Shelter Program Director assists the VP or Clinical Senior Director in implementing LSSSC’s strategic vision, mission, and values in serving under-resourced and underserved individuals and families.

Essential Duties and Responsibilities include the following:

· Collaborates with the VP or Clinical Senior Director to develop, plan, and coordinate shelter programs and activities in line with LSSSC’s Strategic Plan. 

· Utilizes a Housing First model and Harm Reduction approach to maintain a safe and supportive environment for all participants.

· Engages in program development and enhancement activities that embrace, equip, and empower underserved individuals and families. 

· Develops and implements life skills classes, therapeutic group services and supportive services.

· Fosters positive relationships with supervisees, staff, and volunteers.

· Exercises cultural humility in working with others and equips supervisees to provide culturally responsive services to clients. 

· Provides direct supervision and work assignments to all Shelter staff and interns. 

· Supports and trains staff to ensure quality work, program compliance, and continued professional development. 

· Completes staff performance reviews.

· Engages in progressive staff discipline when appropriate including Performance Improvement Plans (PIPs). 

· Implements standard operating procedures (SOPs) for exceptional service provision. 

· Ensures compliance with program policies and practices. 

· Oversees contract management. 

· Manages program budgets and tracks expenditures. 

· Monitors contract deliverables and program outcomes including data tracking systems, program rosters, and HMIS reports. 

· Prepares quantitative and qualitative reports including data and outcomes, narratives, and success stories. 

· Ensures that technology, including Client Management Systems (CMSs), is optimally utilized for all operational support and data management.

· Maintains updated records, prepares paperwork, and creates reports.

· Ensures data quality, accuracy of client files and completes required program documentation.

· Collaborates with the Compliance Department in quality assurance activities including internal audits and preparation for external audits. 

· Meets reporting deadlines and grant requirements to ensure compliance with contracts. 

· Coordinates community outreach activities.

· Manages shelter supply ordering and inventory.

· Engages in continuous improvement processes through collaboration with staff to conduct opportunities for participant satisfaction feedback.

· Responds in a timely and appropriate way to crisis situations including but not limited to medical emergencies, suicidal ideations, severe mental health and/or addiction issues, and criminal behaviors. 

· Oversees the denial/termination of participants in compliance with shelter contract guidelines and trauma informed care practices. 

· Maintains a safe and positive environment for all through upholding fire, safety, health and work standards and regulations. 

· Supervises regularly scheduled safety and cleanliness inspections in participant sleeping area, general congregating areas and intake areas, and takes appropriate action as indicated.

· Collaborates with the Operations Department to provides site emergency preparedness training for staff and participants including but not limited to fire drills, earthquake drills, and power outage drills. 

· Plan and oversee community-based and/or fundraising events for the CWC.

· Schedules and organizes meetings/events, creates an agenda, and maintains documentation .

· Participates in program, department and agency/inter-agency meetings and training as required.

· Represents LSSSC and the SB CWC in community, church, and/or interagency activities.

· Participates in community collaborations and networking to increase service referrals and resources. 

· Collaborates with other departments (i.e., Fiscal, Development, HR, Compliance, Operations, and Administration) to provide exceptional services to participants . 

· Assists VP or Clinical Senior Director in resolving complaints and addressing concerns from participants, neighbors, businesses, government agencies, law enforcement, agency partners and other program related affiliates. 

· Additional duties as assigned by supervisor. 

Requirements

· Knowledge of budgeting, bookkeeping, and reporting.

· Tech savvy, proficient in MS Office.

Required Skills/Abilities:

· Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. 

· Math Ability: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

· Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 

Education and Experience:

· Bachelor's degree in social services, human services, psychology, or related field.

· Minimum two years of non-profit experience with the homeless population and/or case management.

· Minimum two years of management or supervisory experience. 

· CPR/First Aid Training Certification

· HMIS Training Certification
