Job Title: Deputy Court Administrator

Civil Status: Unclassified

Starting Annual Salary: $94,063.84 Reports To: Court Administrator

FLSA Status: Exempt Supervises: Juvenile Court Staff as assigned

Job Purpose: Provides assistance as directed to the Court Administrator in the development, management, operation, oversight, and monitoring of the Lucas County Court of Common Pleas, Juvenile Division (Juvenile Court, The Juvenile Detention Center, and The Youth Treatment Center). Assists the Court Administrator in all Court procedures and performs general administrative and clerical support duties for the Court Administrator.

Minimum Position Requirements:

Education/Training: Bachelor degree from an accredited college or university in Public Administration, Business Administration, Criminal Justice, or a related field.

Experience/Knowledge/Background: At least five (5) years relevant work experience required; six (6) plus years preferred; or any combination of education and experience that provides equivalent knowledge, skills and abilities. Experience in Court or Juvenile Justice Systems is preferred.

Skills: Must possess basic computer/keyboarding skills that include a working knowledge of Microsoft Office Suite. Must be competent in using online video conferencing for communication, meetings, and trainings. Strong written and verbal communication skills are a must. Ability to work independently and also as a member of a professional team. Experience with interviewing. Excellent time management and organizational skills. Demonstrated management/leadership skills including organization, time, and project management. Project planning management experience. Demonstrated ability to work effectively and efficiently within teams and independently. Strong interpersonal skills. Requires the ability to perform mid-level data analysis including the ability to audit, review, conclude, and evaluate. Requires discretion in applying such analysis to established policies and procedures.

Due to the personally sensitive nature of information in this area, confidentiality is essential. Must have the ability to work well with a diverse group of people. Must be able to use awareness of cultural values and biases to work effectively with people of diverse cultural backgrounds.

Special Requirements: Must be a minimum of twenty-one (21) years of age; have a valid driver’s license; and submit to a pre-employment screening including drug screen, criminal record check, and employment reference checks. This position is regularly exposed to sensitive information and the incumbent is expected to keep any such information strictly confidential.

Essential Job Functions:

§ The following duties for this position are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

§ Provide administrative support for Court Administrator as directed.

§ The Deputy Court Administrator assists as assigned in the development of organizational goals and values, policy development, Court budget, and overall direction of the Court.

§ Provides leadership for special projects, timely implementation of organizational changes, court policies and procedures as assigned.

§ Supervise, direct and evaluates staff as assigned.

§ Requires the ability to interact with Judges, all court staff, vendors, and the public.

§ Responds to the needs of the Judges, Court Staff, and members of the public in the absence of the Court Administrator.

§ Process employee concerns and problems, providing direction, advice and technical expertise.

§ Coordinate departmental activities, organizing and prioritizing workload accordingly.

§ Review work assignments; monitor status of work in progress; inspect completed work; troubleshoot problem situations.

§ Ensures court-wide compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any action necessary to correct deviations or violations as assigned.

§ Serves on court-related groups and committees, as assigned.

§ Conducts audits and evaluations of JJC programs as assigned.

§ Participates in investigations and disciplinary conferences as required.

§ Participates in employment interviews as directed.

§ Answers phones and takes messages, as needed, or assists caller when possible.

§ Reviews and screens all correspondence directed to the Court Administrator, handling those matters which do not require the direct attention of the Court Administrator.

§ Assists with the oversight of the budget, grants and contracts of the Court. Assists with the preparation of the annual budget request for the Court; assists in preparing the budget for Court in conjunction with the Court Administrator; reviews/approves all department budgets.

§ Drafts and prepares all travel requests, conference registrations and paperwork for reimbursement of expenditures for the Judges and Court staff as directed. Coordinates with Administrative Assistant who processes those travel requests.

§ Processes and submits biweekly timesheets and leave requests as directed by Court Administrator for Court Administration Team and others.

§ Reviews and edits all narrative and data submissions for publication in the annual report from court staff for review by Court Administrator.

§ Compiles information for various deadlines.

§ Assists to recruit, train, and supervise non-judicial Court personnel.

§ Maintains files and filing system.

§ Chairs meetings of department admin/managers as assigned and updates them on issues relating to their areas of responsibility.

§ Prepares/provides/implements/communicates information as requested for Judges/Court Administrator.

§ Provides other duties of support as may be assigned by the Court Administrator.

§ Performs any and all other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operation of the Court.

Other Job Duties and Responsibilities:

§ May be required to act as a representative for the Juvenile Division on various committees and/or planning groups.

§ Assists Juvenile Court Administrative Staff in the areas of marketing, public relations and human resources.

§ Assists in the collection and research of information for special projects as directed.

§ May be required to work irregular hours.

§ Shares 24-hour on-call coverage responsibility with other administrative staff.

§ Attends mandatory staff meetings and training as required.

§ All other duties as assigned.

Language Skills:§ Requires the ability to utilize a wide variety of advisory data and information such as financial statements, technical operating manuals, statutes, procedures, guidelines and routine and non-routine correspondence.

§ Ability to write routine and non-routine reports and business correspondence.

§ Must write legibly.

Mathematical Skills:§ Requires the ability to perform basic arithmetic, including the ability to calculate percentages and decimals.§ May require the ability to perform mathematical operations with fractions and compute discounts. Reasoning Ability: § Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.§ Requires the ability to apply and carryout instructions furnished in written or oral form.§ Requires the ability to independently problem solve. Physical Demands: § Tasks involve the ability to exert light physical effort, to include the ability to walk (to include up and down multiple flights of stairs), stoop, bend, kneel, use hands, move objects, reach, push and pull on a regular basis.

§ Tasks may require the employee to occasionally lift, carry, push and/or pull objects weighing from five to ten pounds.

§ Frequently requires using hands and fingers to operate computer keyboards and office equipment.

§ Must be able to hear and also talk in a clear and concise manner.

§ Tasks may involve extended periods of time at a keyboard or workstation.

Work Environment: § Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.
