Job Title: Juvenile Detention Center Assistant Administrator

Civil Status: Unclassified

Job Code: 16 Department: Juvenile Detention Center Annual Starting Salary: $72,793.76 Reports To: JDC Administrator

FLSA Status: Exempt Supervises: Staff as Assigned

Job Purpose: Responsible for the operational needs, security and safety of staff, residents and guests of the Lucas County Detention Center. Assumes administrative duties and responsibilities of the Administrator during his absence as assigned.

Education/Training: Bachelor Degree in criminal justice, social services, management, education, or a closely related field.

Experience/Knowledge/Background: At least five (5) years relevant work experience and two (2) years supervisory experience is required; six (6) plus years of relevant work experience is preferred; or any combination of education and experience that provides equivalent knowledge, skills and abilities. Experience in Court or Juvenile Justice Systems is preferred.

Skills: Must possess basic computer/keyboarding skills. Must be able to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Strong written and verbal communication skills are a must.

Appearance/Personality: Courtesy and a professional business demeanor and presentation are essential. Due to the personally sensitive nature of information in this area, confidentiality is essential. Must have the ability to work well with a diverse group of people. Must be able to use awareness of cultural values and biases to work effectively with people of diverse cultural backgrounds.

Special Requirements: Must be a minimum of twenty-one (21) years of age; have a valid

driver’s license; and submit to a pre-employment screening (including drug screen) criminal record check and in-depth reference check. Must be able to multitask and work independently with minimal supervision while meeting established deadlines. In this position there is a high probability of experiencing situations that involve an elevated stress level while dealing with violent or uncooperative youth.

Ø Consistently reports to work on time, prepared to perform duties of position meeting Court attendance standards

Essential Job Functions:

§ Supervise, direct and evaluate staff as directed.

§ Oversees and directs safety and security of the facility as directed.

§ Directs orientation program for new staff members.

§ Acts upon and follows up on any grievances made by Juvenile Detention Center residents.

§ Oversees and orders all supply and equipment needs.

§ Oversees and directs the planning, scheduling and other needs of the facility.

§ Attends and participates in meetings regularly.

§ Oversee Detention Management Structure; through the teaching of effective supervision skills and coaching methods used to motivate staff to achieve excellence.

§ Process employee concerns and problems that cannot be solved at the management level.

§ Oversee the schedule of the Managers, Shift Leaders, Juvenile Detention Officer’s, and Medical Clinic staff to ensure adequate unit coverage at all times.

§ Review and approve time sheets of assigned employees, ensure appropriate staff use of sick and vacation time, monitor staff tardiness on an ongoing basis for policy adherence.

§ Help to develop and enforce departmental policies and procedures in coordination with Human Resources and Administration that ensure compliance with all applicable state and federal codes, laws, rules, regulations and standards.

§ Ensure adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and detainees.

§ Perform routine inspection of detention facility to ensure adherence to all applicable safety, security and hygiene standards.

§ Oversee management of detainee population as assigned.

§ Respond to questions/concerns of detainees and parents or guardians.

§ Promote positive public relations regarding the operation of the Juvenile Detention Center.

§ Complete various monthly, quarterly and annual reports as directed and required.

§ Complete incident reports according to department policy.

§ Complete payroll documentation as required.

§ Work with Lucas County Facilities staff to oversee the upkeep of the building and facilities.

§ Conduct investigations and disciplinary conferences in coordination with Human Resources as required.

§ Conduct employment interviews as directed in coordination with Human Resources, providing hiring recommendations.

§ Assist with grant opportunities and writing grants to secure funding for special Detention needs and/or services.

§ Oversee staff training schedule, conduct trainings as needed in coordination with Human Resources

§ All other duties as assigned.

§ May be required to make referrals to Lucas County Children Services regarding detainees.

§ May be required to provide assistance to other staff in a crisis situation.

§ May be required to work irregular hours, including expanded and rotating shifts for 24-hour coverage.

§ Share 24-hour on-call coverage responsibility with other staff.

§ May be required to represent the Juvenile Detention Center on various committees and planning groups.

§ Assists in the collection and research of information for special projects when needed.

§ Attend mandatory staff meetings and training as assigned.

§ All other duties as assigned.

Language Skills:

§ Requires the ability to read, write and present information both verbally and in writing on individual and group basis.

§ Ability to write routine and non-routine reports and business correspondence.

§ Must write legibly.

Mathematical Skills:

§ Requires the ability to perform basic arithmetic, including the ability to calculate percentages and decimals.

Computer Skills:

§ Requires the ability to understand and utilize the Detention Information System.

§ Must be proficient in Microsoft Office software and email.

§ Spreadsheet knowledge and familiarity with windows environment preferred.

Reasoning Ability:

§ Requires the ability to exercise sound judgment, make informed decisions, apply common sense, carryout instructions and independently problem solve situations that arise and require immediate resolution.

Physical Demands:

§ Ability to walk (to include up and down multiple flights of stairs), stoop, bend, use hands, move objects, reach, push and pull on a regular basis.

§ Ability to talk, hear and see both with distance vision and ability to focus on juveniles being supervised.

§ Must be able to restrain and subdue a violent or uncooperative juvenile when required and assist others in doing so.

Work Environment:

§ Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, communicable diseases or pathogenic substances.
