Job Summary

Provides strategic and tactical planning, development, evaluation and coordination of the Jefferson County Regional information systems (GIS) applications infrastructure, databases, and end user support. Provides and ensures the continuous delivery, operation, and security of Jefferson County’s Regional GIS applications infrastructure. Ensures that the information technology (GIS) applications infrastructure is current with industry standards and supported versions. Develops, enforces and maintains standards and appropriate infrastructure, database and applications security measures and ensures the continuous delivery, operation, and security of LOJIC GIS resources. Manages and minimizes risks associated with GIS applications infrastructure. Develops and executes strategic plans to optimize the use of information systems in support of Jefferson County’s objectives and goals.

Essential Job Functions

Plans and directs the activities associated with the Jefferson County Regional GIS Enterprise environment (Metropolitan Planning Organization (MPO)). Coordinates, facilitates and consults with the Jefferson County Regional GIS Enterprise Community (State & Local Government, Utilities, and Construction Communities) on the GIS enterprise applications infrastructure and support components for the economic development needs served by the LOJIC GIS System. Supports the development and enforcement of policies and procedures to ensure the system security and protection of GIS database and applications assets and the integrity, security and privacy of information entrusted to or maintained by LOJIC partners and the enterprise. Develops, executes, and manages the GIS applications infrastructure and end user support operational and capital budgets. Monitors GIS applications, infrastructure, end user support activities, and costs, as related to the overall utilization of resources required to meet the requirements of the Jefferson County Regional GIS Enterprise environment user community. Approves, coordinates, and manages GIS applications infrastructure components of the Jefferson County Regional GIS Enterprise environment user community’s projects, including the development of policies and standards related to such projects. Develops and maintains an appropriate organizational structure capable of supporting the GIS applications infrastructure and end user support needs of operating entities through appropriate and cost-effective GIS applications infrastructure technology. Manages software licenses to ensure compliance with legal requirements. Negotiates LOJIC GIS applications service level agreements with user organizations and monitors LOJIC GIS application systems performance to assure service levels are being met. Researches and evaluates alternatives for the enhancement or re-engineering of LOJIC GIS applications infrastructure and end user support, including performing appropriate cost benefit analysis. Develops and maintains enterprise-wide documentation of the LOJIC GIS applications infrastructure including appropriate processes and procedures. Provides quality service to end users in needs analysis, solution recommendation, vendor selection, implementation, training and post-installation support. Develops, executes, and monitors the LOJIC GIS application infrastructure’s strategic and operating plans in accordance with the LOJIC Policy Board’s strategic plans, and ensures that its goals are achieved. Develops and promotes a cohesive and productive work system through effective communications and consistent implementation of policies and procedures. Ensures that the LOJIC GIS applications infrastructure end user systems continuously identify customer needs and requirements and develops work processes that effectively meet those needs. Identifies, develops, maintains, and communicates measures of work and staff performance and assures that systems operate as designed. Accountable for the LOJIC GIS application infrastructure’s performance in accomplishing operational objectives, meeting budget, and maintaining a high level of customer satisfaction for both internal and external customers. Identifies and manages linkages with other systems and provides support to impacted systems to assure the success of the Jefferson County Regional GIS Enterprise Community as a whole. Provides leadership to ensure continuous improvements are made within the processes of the LOJIC GIS applications infrastructure and end user support. Coaches, counsels, and evaluates personnel operating within the LOJIC GIS applications infrastructure and end user support groups, and ensures that they are fully trained, competent, and empowered. Engages in continuous career development.

Knowledge, Skills and Abilities Necessary to the Work

Knowledge of GIS database design/conversion; knowledge of aerial imagery acquisition and photogrammetric mapping; knowledge of cadastral records; knowledge of applications development and relational database management; knowledge of ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, Oracle and/or SQL Server Enterprise Geodatabases, and web-based GIS applications; skill in developing and maintaining cybersecurity protocols and procedures; skill in handling multiple priorities; skill in establishing goals/priorities; skill in exercising judgment and discretion; skill in analyzing problems and creating solutions in a team environment; skill in oral and written communication; skill in operating a Windows desktop and remote platforms and associated software; skill in performance of data automation and spatial analysis; skill in project planning; skill in exercising tact and diplomacy; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite, etc.); ability to understand cartographic concepts; ability to interpret analytical data; ability to supervise a diverse workforce; ability to train, supervise and delegate work effectively; ability to adapt to a changing work environment; ability to negotiate; ability to work under heavy surges in workload and deadline pressure; ability to maintain confidential information.

Minimum Requirements

Bachelor Degree in geography, GIS geoscience, computer science, or a related field; ten or more years of related GIS experience; an equivalent combination of education and experience may be substituted. Five or more years of management experience required. GISP certification required. Must possess a valid driver’s license. Must have safe work and driving habits.
Preferred Qualifications: Master’s degree in computer science, business administration, information technology or a related field preferred. Managerial experience involving multi-organizational reporting structures managing budgets, allocations, projects, and personnel preferred.
