How You Will Make an Impact:
The Director, Measurement and Evaluation will provide leadership in the areas of assessment, data collection, analysis, identification of accountability metrics and reporting of all education data. This position will be responsible for collecting and analyzing data broadly for divisional and school wide strategic initiatives and oversight of the Organization’s quality assurance evaluation process. The Director, Measurement, Assessment and Evaluation will serve as a key advisor, key contact, and expert for data, assessment and quality assurance efforts to the Education Products and Services Leadership team and at the national level. This position reports to the Senior Director, Student Services or Designee.

RESPONSIBILITIES/DUTIES

  • Provide direction, leadership and advise to the division in quality assurance through program review and evaluation, annual reporting, and monitoring of assessment and accountability metrics.
  • Develop long-range strategic planning and program development, including assessment programs and services, consistent with the mission of the organization.
  • Develop quality standards and validation processes to ensure accuracy and integrity of education data.
  • Mine and analyze highly complex and unstructured data sets using advanced statistical methods for use in data driven decision making.
  • Establishes policies and procedures governing the collection, storage, and retrieval of multiple data types taken from different sources.
  • Lead the implementation and/or refinement of assessment structures across the organization and lead professional development and support leaders with effective data analysis.
  • Educate, advise, and provide information on accountability issues and new/upcoming regulation revisions.
  • Collaborate across divisions on projects and data analytics around collection, design, and distribution of annual reports, strategic planning metrics, surveys, and other assessments as assigned.
  • Collaborate with key stakeholders to develop a comprehensive plan to establish support systems for data reporting and use of data to drive results.
  • Collaborate with school leadership to collect, analyze, and distribute student data aligned to key organizational metrics.
  • Act as lead liaison with state department of education and authorizer’s assessment and accountability staff.
  • Support with the management and reporting of various key educational data platforms, including: NWEA, Illuminate, SIS, PowerBI, Microsoft Suite, TOMS, CALPADS, SQL and other data systems.
  • Participates in meetings, workshops, trainings and seminars for the purpose of conveying and/or gathering information required to perform functions.
  • Perform administrative duties, responsibilities, and activities as assigned. These may be changed or modified from time to time.

Supervisory Responsibilities:

  • Manage, coordinate, supervise, coach, and direct the hiring, training, and timely performance evaluations of team members, oversee their daily activities, and oversee the daily workflow of the department.

Qualifications


JOB QUALIFICATIONS

KNOWLEDGE, SKILLS, ABILITIES

  • Knowledge and understanding of Federal and State Education Code for k-12 and Public Charter School laws and governance.
  • Knowledge of high school credits, graduation requirements, interventions, and alternative educational programs, including independent study.
  • Knowledge of Statutory and regulatory requirements of state and federal accountability and state assessment.
  • Ability to plan, organize, conduct and analyze reports and assessment results.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to maintain systems of data scrubbing from the site and state level.
  • Ability to use technology, software applications for data collection and analyze education data or information, to identify the underlying principles, reasons, or facts of information.
  • Ability to inform and educate others in current and innovative assessment and accountability practices, including performance assessment.
  • Ability to remain tactful, calm, and persuasive in controversial and confrontational situations.
  • Strong autonomy, reliability, responsible, dependability, and focus on excellent customer service.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree required; Master’s Degree from an accredited college or university preferred.
  • Valid teaching credential.
  • 3 years of experience in education including program development, learning outcomes assessment, qualitative and quantitative evaluation.
  • 2 years of experience in management and leadership at the school level, charter school preferred.
  • Certified Data Scientist or the equivalent experience required.
  • Strong data management, analytical, statistical and mathematical skills.
  • Proficient in the use of e-mail, word processing, spreadsheet, database, and presentation software and use of the internet to access data, maintain records, generate reports, and communicate with others.
  • Ability to travel in the performance of the job, duties are required.
  • Ability to lift, carry, push, and pull objects weighing up to 10 pounds.

PHYSICAL REQUIREMENTS

  • Mental Demands: high workflow management, high project coordination, and high people engagement.
  • Finger Dexterity: primarily using the fingers to make small movements such as typing, picking up small objects, or pinching fingers together.
  • Talking: especially where one must convey detailed or important instructions or ideas accurately, loudly, or quickly
  • Average Hearing: hearing average or typical conversations and receiving ordinary information.
  • Average Visual Abilities: normal acuity necessary to prepare or inspect documents and operate office equipment or machinery.
  • Frequent multi-tasking, changing of task priorities, repetitious exacting work required.
  • Prolonged period sitting at a desk and working on a computer.
  • Working in a low to moderate noise environment with frequent deadline pressures.
