Job Title: Director of Finance

Exemption Status: Exempt

Reports To: Chief Executive Officer

Learning Community Description

The Learning Community works with children and families living in Douglas and Sarpy counties of Nebraska to challenge the opportunity gap through early childhood education, family engagement, and future teacher preparation. The Finance Director is responsible for ensuring that all financial recordings and reporting of Learning Community activities are current and accurate. Monitoring and developing all budgets, assisting with all grant budgets and compliance reports. The Finance Director provides administrative support to the Chief Executive Officer (CEO), Executive Director, and the Treasurer of the Learning Community Coordinating Council (LCCC).

Essential Job Duties

Accounting and Financial Reporting

· State Audit (collection of documentation, Audit tie-out, review audit findings and recommend budget/fiscal procedure modifications).

· Develop the board budget proposal, preparing budget, compiling request, revenue projections, preparing budget recommendations, presenting budget to Public & Council, supplying required documentation to be uploaded to website.

· Oversee BFA Sub council (any other budget & finance functions/legislative changes)

· Assist in establishing policies and procedures promoting sound accounting policies to establish effective internal controls.

· Maintain financial/budgetary data and prepare fiscal Reporting (Treasurer & Credit Card Reports (Monthly) Budget to Actual (Quarterly))

· Accounts Payable (setup vendors, processing invoice and sending payments)

· Provide assistance with the financial and oversight of various contact review for financial impact and compliance (BFA How to read a contract/parts of contract)

· Preparation & Processing of W-2 & 1099s year-end forms

· 941 & 941N Tax reporting (Employer's Quarterly Tax Return) verification

· Prepares and processes payroll bi-weekly and payroll reporting for employees.

· Manages and ensures that appropriate insurance coverages for the organization.

· Prepare and submit NDE comprehensive Annual Financial Report (AFR)

· Analyze and project tax revenue streams and level of allowable (Douglas, Sarpy & Washington counties)

· District Initiatives & BECI (Spreadsheet to track spending, send invoice reminders)

· Maintain Bank accounts (monthly & yearly reconciliation, journal entries, adding/removing signers and updating services). Census Bureau reporting (Annual Reporting of company’s financial statuses)

· Internal Controls Federal, State (financial Compliance, risk management, asset management)

· Research, Analyze and interpret changes in the federal laws/regulations and state statutes affecting fiscal operations.

· Assist in preparation of grant applications and reporting obligations. (ARPA, ERC, CARES, Etc.)

· Oversee financial administration of large capital projects (financing requirements, budget adherence, funds disbursements, etc.)

· Assistance in preparation of various organizations, program and grant budgets including but not limited to:

· Elementary Learning Centers

· Administration

· Diversity Planning

· General Funds

· Capital Project Funds

Qualifications

· Bachelor’s Degree in Business Administration, Accounting, or Finance required

· CPA preferred not required.

· Minimum of 3 years in School Districts, Educational institution or city, state, or county government preferred.

· Minimum of 3 years’ experience as an accountant with responsibility for budgeting, record keeping, and financial reporting.

· Excellent written and verbal communication skills.

· Excellent management and supervisory skills.

· Excellent analytical and organizational skills.

· Proficient in database and accounting computer application systems.

Physical Requirements:

· Prolonged periods sitting at a desk and working on a computer.

· Must be able to lift up to 15 pounds at times.

· Must be able to access various departments of a given location.
