LABOR DEPARTMENT is Hiring an Assistant Director of Employment Services - Albany Near Albany, NY

MINIMUM QUALIFICATIONS
52.6 Transfer Qualifications: One year of permanent or contingent-permanent service in a title designated M-4 or higher determined to be administrative by Civil Service.
52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Employment Services Manager 1 (M-1), Employment Services Manager 2 (M-2), Employment Services Manager 3 (M-3), or Employment Services Manager 4 (M-4). In accordance with Section 52.7 of the Civil Service Law if 3 or fewer qualified Department of Labor employees with the qualifying service described above respond to this posting, Civil Service may approve the permanent appointment to the Assistant Director of Employment Services (M-5) without further examination.
Note: This appointment will be competitive; under 52.7, the term non-competitive refers only to the fact that the appointed candidate will not compete in an examination.
PROVISIONAL QUALIFICATIONS: One year of permanent, contingent-permanent or 55 b/c service as an Employment Services Manager 1 (M-1), Employment Services Manager 2 (M-2), Employment Services Manager 3 (M-3), or Employment Services Manager 4 (M-4).. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
PREFERRED QUALIFICATION: Ability to initiate and maintain relationships across a diverse set of stakeholders

Duties Description
STANDARD DUTIES: Under the general direction of the Director of Employment Services the Assistant Director of Employment Services oversees the statewide Career Center System and related programs. The duties include, but are not limited to:
  • Direct, organize and plan the implementation of State and Federal Career Center System policies, procedures, standards and guidelines relating to the Division’s responsibilities.
  • Direct and coordinate the day-to-day activities of the State Career Center System, ensuring uniform implementation.
  • Oversee the supervision, evaluation and performance of Career Center staff.
  • Oversee Career Center technology and systems, equipment and physical space.
  • Represent the Commissioner, Executive Deputy Commissioner, Deputy Commissioner and/or Director at meetings affecting service delivery policies with local, state and federal officials, businesses and non-profit organizations.
  • Represent the Governor’s office, Commissioner, Executive Deputy Commissioner, Deputy Commissioner or Director in administering, managing and/or directing special projects including Task Force activities.
  • Serve on collaborative teams to assist in streamlining systems and coordinating disaster recovery initiatives.
