DCHS is seeking a Term Limited Temporary (TLT) or Special Duty (SD) Business & Finance Officer IV for its Finance, Accounting, and Compliance Services Team. This role is a key support for the Best Starts for Kids Levy programs that span divisions throughout DCHS and Seattle-King County Public Health. This position performs financial reporting and analysis to support strategic decision-making and compliance monitoring as well as manages the accounting and budgeting functions for the Fund. The role serves as the Fund expert to program managers and fiscal peers with technical funding, payment, and provider support questions. This position will report to the Children, Youth, and Young Adults Finance Manager. This position will backfill a BFO on special duty through December 31, 2024.

WORK SCHEDULE/CONDITIONS
This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 12/31/2024, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am-5pm. This position is represented by PROTEC17.

MISSION CRITICAL POSITION STATUS:
This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Provide strategic leadership and consultation to the CYYAD finance and program teams that drives progress towards Department and County priorities.
  • Coordinate, prepare and review budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis and forecasting.
  • Lead monthly and quarterly financial reporting for internal and external audiences to support fund management decisions and oversight, including cross-division and cross-departmental financial data coordination.
  • Conduct projects and analysis that deliver data-informed recommendations to support organizational initiatives, policies, and strategic decision-making.
  • Oversee accounts payable, accounts receivable, and revenue transfer systems and staff.
  • Participate in the development, review, and implementation of financial and other technical criteria for RFPs and provider contracts.
  • Review and approve purchases and provider invoice payments; Perform detailed expense reconciliation.
  • Evaluate fiscal processes for efficiency and implement continuous quality improvement.
  • Assist with department-wide financial management as needed.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Enthusiastic finance professional with a proven track record in providing expert financial advisory to multiple stakeholders.
  • Bachelor's degree in business, finance, public administration, or accounting and six years of progressive responsibility in finance and/or any equivalent combination of experience and education that provides the desired skills, knowledge, and ability required to perform the work.
  • Experience developing financial reports with strategic recommendations for a large budget.
  • Advanced knowledge of analytical, management, and financial information systems.
  • Demonstrated experience evaluating expenditures for allowability and financial compliance.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Highly self-motivated individual with strong organizational, time management, and interpersonal skills, including working well independently and as part of a team.
  • Ability to delegate and work collaboratively to secure integrated work products.
  • Very effective communicator in written, verbal, and presentation forms.
  • Strong customer service and continuous quality improvement orientation.
  • Intermediate/Advanced Microsoft Excel skills.
  • Commitment to racial equity and the King County Equity and Social Justice Strategic Plan.
Desired Qualifications:
  • Experience with Oracle reporting systems.
  • Knowledge of human service programs.
  • Knowledge of King County programs, levy funding, policies, and requirements.
  • Experience in governmental accounting and finance.
