Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is an administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, focusing on continuous improvement across the system, centering on lived experience, meeting the needs of people experiencing homelessness, and making the most effective use of public funds. Our mission is to significantly decrease homelessness throughout King County, using equity and social justice principles. We are currently seeking skilled leaders at all levels.

Team Overview

KCRHA is responsible for equitable and competitive procurement of homelessness services. KCRHA procures homelessness services whenever additional or reallocated funding becomes available and periodically as service contracts expire. The Grants and Procurement team oversees the implementation of KCRHA’s equity-based procurement process and actively seeks grant opportunities. The team collaborates closely with the Access and Engagement and Homeless Crisis Response Investments Teams, as well as the Executive Office, to ensure direct alignment with KCRHA’s overarching strategy and goals. Approximately three team members work directly in related roles.

Role Description

The Grants and Procurement Manager serves as a team leader, overseeing the day‐to‐day grants management and procurement functions at the King County Regional Homelessness Authority. The Grants Procurement Manager ensures that all purchases comply with County, State, and Federal regulations. This position confers with all divisions to determine needs, legal requirements, specifications, and contract execution.

Accountabilities

  • Supervise and mentor the Grants and Procurement Team, by establishing work goals and objectives, ensuring professional development, performance reviews, and as-needed disciplinary activities.
  • Provide vision and leadership to continually improve the effectiveness, efficiency, and equitable outcomes of KCRHA grants and procurement processes within the limits of local, state, and federal laws and regulations.
  • Confer with KCRHA divisions to determine procurement needs; assist department in developing specifications, vendor qualifications, cost price analysis, and contract negotiations.
  • Oversee requests for proposals for homeless crisis response services contracts; develop solicitation strategy; write and edit scopes of work; determine the approach to use in structuring the RFP and scope of work; and determine appropriate selection criteria, phasing, and weighting.
  • Support the development and implementation of training for all staff and partners involved in grants management and procurement to improve quality and consistency, specifically procurement code, policies, procedures, and procurement waivers.
  • Develop expertise in new contracting and procurement system, Salesforce.
  • Attend and make presentations at public symposiums/training meetings.
  • Research homeless crisis response grant opportunities.
  • Perform other duties as assigned.

Minimum Requirements

  • Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
  • Advanced knowledge of the principles and techniques of procurement, RFP procedures, and bid selection processes.
  • Knowledge of County, State, and Federal laws, and regulations pertinent to procurement
  • Skill in the preparation, administration, and awarding of high-value contracts resulting from bids, RFPs, and requests for bidder qualifications.
  • Skill in managing the preparation of bids/proposals issued in a large-scale central procurement arrangement for a large organization.
  • Knowledge of the principles and practices of supervision and management
  • Skill in team leading and making public presentations.
  • Ability to interface effectively with KCRHA senior management, and funding partners.

Additional Requirements

  • Deep understanding of government-led procurement.
  • Experience with Salesforce, Agiloft, Icertis, or similar contract lifecycle management software.
  • Ability to provide engaging training and/or technical assistance with diverse groups using adult learning approaches.
