Salary Range: $115,000 - $155,000

Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is an administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, focusing on continuous improvement across the system, centering on lived experience, meeting the needs of people experiencing homelessness, and making the most effective use of public funds. Our mission is to significantly decrease homelessness throughout King County, using equity and social justice principles. We are currently seeking skilled leaders at all levels.

Team Overview

The Planning and Special Projects Team is responsible for working on KCRHA’s future state initiatives that include grant applications and oversight, procurement, site planning and development, and other special projects. The team will include employees with strong planning, project management, and communication skills working closely with various KCRHA teams and key external partners. Flexibility and cross-functional collaboration are key skills that contribute to the team's success.

Role Description

We are recruiting an experienced and dynamic people leader to serve as the Director for our Planning and Special Projects Team. This position leads the newly formed team that will oversee and manage a variety of projects on behalf of KCRHA clients and execute high-profile projects that are critical to the agency's mission.

The successful candidate will have a passion for ending homelessness, outstanding critical thinking, analytical and interpersonal communication skills; be self-directed and detail-oriented; can interact with clients and all levels of project teams, provide timely and accurate analysis, and develop valuable results. The ideal candidate will also have experience assisting with developing and implementing homeless programs and systems or housing/homeless policy development.

This position will report to the Chief Program Officer and will work collaboratively with the Homeless Investment Team, Access & Engagement Team, as well as other divisions and department-wide teams. This position will be a member of the Programs Leadership Team.

Accountabilities

  • Supervise and mentor Planning and Special Projects staff, by establishing work goals and objectives. Ensuring professional development, performance reviews, and as-needed disciplinary activities. Makes recommendations to the Chief Programs Officer regarding personnel actions.
  • Serve as overall program lead for homeless project planning efforts. This may include leading Executive and council-requested projects and working with local jurisdictions on homeless response efforts.
  • Incorporate equity and social justice principles and approaches in KCRHA planning and special projects work.
  • Serve as a resource for the special projects team, addressing program implementation issues including financial and staff resource needs, internal/external conflicts, and needed program changes.
  • Build relationships and maintain good communication with community stakeholders and institutional partners, working together to achieve common goals.
  • Lead and participate in meetings with key stakeholders, including local community members, elected officials, housing, and service providers.
  • Collaborate with the Homelessness Crisis Response Investment Team on contract management; the Access and Engagement Team on coordinated entry, training, and community engagement; the Community Impact Team on data gathering and analysis, and the Ombuds Office on promoting equity, customer service, and accountability in the King County Regional Homeless Response System.
  • Collaborate with department-wide teams, including Fiscal, Operations, Communication and External Affairs, and Policy who have a role in future state initiatives.
  • Oversee the budget of the fund sources administered by the P&SPT, work with fiscal staff and the Chief Programs Officer to monitor the fund sources, analyze/project availability of funds into the future, and propose revisions to budget/policy.
  • Participate in the Program’s Leadership Team.
  • Perform other duties as assigned.

Minimum Requirements

  • Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
  • Minimum of 5 years of supervisory experience, including managing a team simultaneously working on multiple facets of a program. Team matrix management experience is helpful.
  • Project management experience with demonstrated success in implementing high-profile, complex government programs under tight timelines.
  • Demonstrated ability to work collaboratively with multiple stakeholders, including elected officials, diverse community stakeholders, nonprofit partners, and jurisdictional staff.
  • Familiarity with local, state, and federal fund sources for affordable housing and housing stability.
  • Excellent oral and written communication skills including the ability to communicate effectively and work with people from various cultural backgrounds.
  • Strong facilitation and negotiation skills, and the demonstrated ability to develop partnerships with stakeholders to build consensus and develop solutions to issues and problems.
  • Experience working with federal funding sources, particularly those focused on the homeless response system.
  • Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and to organize and prioritize quickly in response to changing needs.

Additional Requirements

  • Demonstrated ability to lead program innovation. This includes successfully working with staff and external stakeholders on new programs, from design through implementation and continuous evaluation.
  • Experience working in and knowledge of the homeless and housing landscape in King County.
  • Ability to operate in a politically sensitive environment, with nuance and attention to detail.
