Description
The Office of Unemployment Insurance is an agency of the Education and Labor Cabinet. The Office of Unemployment Insurance assists Kentuckians who are unemployed or underemployed and actively seeking employment. The Office oversees unemployment insurance benefit payments, provides claim assistance, enforces unemployment insurance tax requirements for employers, audits employer records to ensure compliance, adjudicates disputed claims, conducts hearings for claims that have been appealed, and conducts quality control reviews to ensure each area within the office comply with federal and state regulations.
This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
Job Duties:
  • Processes debit/credit card payments received from claimants via mail maintains records of debit/credit card payments made online or via telephone by claimants, and creates the check register (CR) in eMars for deposit.
  • Prepares and sends requests for lost or stolen UI benefit checks to Treasury tracer. Uses Excel to track and monitor missing check affidavits handled daily.
  • Informs applicants, claimants, participants, and employers of their rights, responsibilities, and program services related to UI laws and regulations.
  • Monitors Unemployment Insurance journal entries to ensure employers receive proper credits and debits to their accounts.
  • Assists claimants, employers, and other staff members regarding all benefit payment control procedures, including information on lien payments, lien payoff, and lien releases.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Work experience in workforce programs such as WIA, employment services, and/or unemployment insurance programs or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required college on a year for year basis.
