Description
The Department of Workforce Development is comprised of the Office of Vocational Rehabilitation, the Office of Adult Education and the Office of Employer and Apprenticeship Services. Our Department connects Kentucky to employment, workforce information and training through Kentucky Career Centers.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
The Department is seeking to fill an Resource Management Analyst III to provide direction in planning, organizing, and managing information resources in support of the agency's mission. Act as liaison between the business/programmatic functions of the agency and the information systems operations. Serve as departmental information resources manager. Create and delivers training material and performs other duties as assigned.
Job Duties:
  • Serves as the liaison and program lead for technical reviews, upgrades, change requests, and other improvements to KY Engagement Enterprise Suite (KEE Suite).
  • Works with Commonwealth Office of Technology (COT) and the Office of Technology Services (OTS) staff to represent and advocate for the needs and system requirements of the Department.
  • Participates in the continued development and enhancement of the case management system, KEE Suite required to implement the Workforce Innovation Opportunity Act (WIOA) expanded and integrated service delivery model, which will include other state agency assistance programs.
  • Coordinates local partner input in the design, testing and implementation of KEE Suite.
  • Creates and delivers case management training material applicable to KEE Suite. This includes operational flow.
  • Works with the Cabinet's Senior Policy Advisor, Commissioner of the Department of Workforce Investment, and the Executive Director of the Career Development Office to develop and document processes and policies related to the implementation of KEE Suite.
  • Communicates with the Local Workforce Development Boards, the local workforce partner staff and Department for Workforce Investment staff to ensure strong knowledge and understanding of and effective participation with the new KEE Suite case management system.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of systems analysis, business administration, or public administration experience.
Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.
Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.
