    Broad Statement of Responsibilities:
    Kent Intermediate School District administrators are responsible for implementing the district’s mission of partnering with our schools and communities to provide enhanced and equitable opportunities to enrich the experiences and achievements of our learners.     General Responsibilities:
    Under the direction of the Superintendent, the Assistant Superintendent for Human Resources and Legal Services is responsible for the organization, direction and administration of all human resources and labor relations activities of the district including workforce planning, talent acquisition, organizational development, training, compensation, and employee/staff relations. In addition, the Assistant Superintendent of Human Resources and Legal Services works with the constituent districts to provide human resources and labor relations supports, coordinates human resources communications and promote efficiencies in human resource functions.
    Job Qualifications:
    • Minimum of a Master’s Degree or Law Degree
    • Minimum five (5) years successful experience in a local or intermediate school district is highly desirable.
    • Professional maturity and a broad knowledge of organizational operations and policy; high level of discretion, integrity and organizational skills.
    • Demonstrated leadership skills, ability to work with others and effective communication skills to communicate and facilitate School Board’s and District’s philosophy to the entire organization.
    • Excellent oral and written communication skills.
    • Demonstrated customer service and conflict resolution skills.
    • Ability to comprehend the sensitivity and dynamics of organization’s culture.
    • High degree of flexibility in order to achieve organizational objectives and meet its demands/needs.
    Specific Duties & Responsibilities:
    • Acts as legal advisor to the Board and Superintendent on questions related to school law.
    • Responsible for designing, implementing and maintaining a human resources system to ensure compliance with all local, state and federal laws.
    • Responsible for all staffing functions including posting, recruiting, screening, qualifying and recommending qualified, equity minded candidates for positions who are committed to ensuring a diverse and inclusive work environment.
    • Leads negotiations of all labor contracts with all collective bargaining units.
    • Partners with other school leaders in the design, development, and implementation of proactive employee and labor relations strategies, practices and policies.
    • Collaborate with local constituent districts in their preparation for bargaining and other negotiation activities, as well as their compliance with employment and labor laws.
    • Serves as subject matter expert in the resolution of complex high-risk labor and employee relations issues,
    • Conducts investigations for labor relations issues including unfair labor practices, EEOC complaints, and state agency charges and provides written investigation summaries.
    • Reviews and recommends policy and administrative guideline changes for the Board.
    • Serves as a member of the Superintendent’s Executive Cabinet.
    • Interprets and applies applicable school law.
    • Contacts outside litigation counsel for responses and preparation for trial/hearings. Monitors and actively assists outside counsel including preparation of information, answers, to interrogatories and testimony of witnesses. Updates the Superintendent and the Board on the progress of litigation involving the district.
    • Identifies employee/labor relations trends through research and benchmarking.
    • Works with administrators in constituent districts in collecting, classifying, compiling, analyzing, and reporting data involving financial, personnel, collective bargaining, and other studies undertaken for the district and constituent districts.
    • Prepares job descriptions and wage and salary recommendations in collaboration with appropriate staff.
    • Assumes the responsibility of interpreting and administering, in consultation with other administrators, all collective bargaining agreements and employee handbooks when questions arise.
    • Acts as primary District contact and contract administrator for contracted substitutes.
    • Acts as the primary district contact and contract administrator for fingerprinting, including analyzes and training related to Michigan State fingerprint audits.
    • Plans and directs new staff onboarding.
    • Conducts exit interviews and compiles data reflecting retention rates and employee satisfaction.
    • Collaborates with other administrators and staff on the development and modification of assessments and evaluation systems for all personnel.
    • Prepares and implements, upon approval, a budget for the Human Resource Department.
    • Regularly attends all Board and Administrative meetings, as well as the Kent Intermediate Superintendent Association (KISA) and assigned KISA subcommittees.
    • Facilitates the Kent Human Resources group.
    • Serves as the Primary Designated School Official for Homeland Security to apply for and monitor student FI visas for Kent County districts.
    • Serves as the district Freedom of Information Act (FOIA)coordinator.
    • Serves as the district Title IX and EEO coordinator, investigates all complaints, advises the superintendent regarding compliance issues and requirement, and make recommendations for resolution
    • Manage and supervise human resource staff and coordinate development of department goals
    • Provide leadership and foster continuous improvement of communications and collaborations with all Kent ISD stakeholders.
    • Perform other duties and responsibilities as assigned. Regular face to face attendance required.

    Salary: Professional Salary Schedule, Grade 12.
