Position Summary

The KenCCID Human Resources Manager (HRM) promotes and implements KenCCID’s desired workplace culture through planning and administration of human resources initiatives, agency policies, and performance management. Through the development, support and supervision of subordinates, the HRM is responsible for ensuring adequate levels of staffing, uniform workplace rule and policy enforcement, the observation of employee rights and other employee relations, employee development and retention, compensation and benefits administration.

Position Responsibilities

  • Drive Culture : Develop an employee-oriented organization culture that emphasizes continuous improvement, team-work, high performance and quality
  • Strategy and Analysis : Coordinate organization strategies by identifying and researching human resources issues, strategies and trends; contributing information, analysis, and recommendations to senior management.
  • Compliance : In the course of carrying out duties, the HRM ensures that employees are compliant with the Human Services Regulations. Ensures KenCCID is compliant with federal, state and local legal requirements, including the Human Services Regulations, ensure policies and procedures are compliant with and further KenCCID’s HR compliance efforts, stay up to date on new applicable mandates, advise management of current or foreseeable risks. Ensure that the Employee Handbook reflects current operating conditions and benefits, comprehensively addresses employees’ rights, and meets labor law notice mandates. Updates Employee Handbook at least once a year. Internal subject matter expert for KenCCID’s collective bargaining agreement with the 1199-C union (“CBA”). Ensures that subordinates and supervisors understand and observe union members’ rights. Ensures all communication with the union is in compliance with the CBA and the National Labor Relations Act.
  • Talent Management : Work collaboratively with the CEO and fiscal team to develop compensation programs; keep job descriptions and help wanted ads up to date; ensure timely annual performance evaluations; draft performance improvement plans as needed. Develops and administers employee retention and recognition initiatives.
  • Benefits and HRIS: Ensures all benefit programs meet ERISA and ACA requirements, HRIS data is up-to-date and accurate, participates in vendor selection, collaborates with fiscal team on 403B Plan and fiduciary approvals; ensures all leaves of absence, unemployment claims, disability accommodation requests and workers’ compensation injuries/claims are addressed through standard operating procedures.
  • Supervision and Development: Effectively coaches, guides, supervises, oversees and otherwise supports and develops subordinates to ensure they meet their job responsibilities, document and comply with their role standard operating procedures.
  • Employee relationships: Participates in administrative reviews and investigation efforts to ensure that employees are subject to uniform disciplinary action and to address any HR issues implicated by the investigation or its findings. Effectively prepares and participates in union grievances ensuring all required evidence is presented and ensuring that all relevant evidence presented at the grievance is documented. Supports subordinates to participate effectively in grievances. Ensures that all disciplinary action is supported by evidence and applied promptly and consistently. Ensures that all employee complaints, particularly complaints alleging unlawful conduct, are responded to promptly and appropriately.

Qualifications

  • A minimum of seven (7) years of HR Management experience.
  • Bachelor’s degree in related field.
  • PHR or SPHR at hire or within one year of employment.
  • Comprehensive knowledge of employment laws.
  • Prior experience providing HR services in a unionized workplace.
  • Excellent written and verbal communication skills with proficiency in English.
  • Efficient HR administration and people management skills.
  • Excellent record keeping skills.
  • Extensive knowledge of HR functions and best practices.
  • Superb computer literacy with proficiency in email, MS Office and related HR software, including ADP Workforce Now.
  • Proficiency in Adobe Captivate and Adobe Audition a plus.
