Job Description:


SUMMARY:

Provide business management support to the U.S. Military HIV Research Program (MHRP) in monitoring the quality-of-service delivery at MHRP-supported sites, in line with Memorandum of Agreement requirements for Department of Defense (DOD) execution of U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) funds in Kenya, Nigeria, Tanzania and Uganda. You will be responsible for a series of tasks that contribute to continued program performance through achievement of quarterly HIV/AIDS program performance targets set by PEPFAR.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provide business process and administrative support to the MHRP.
    • Support the development, management, coordination, and conduct of Transition Agreements from WRAIR/MHRP to Advanced Product Development (USAMMDA). Assist CAM and WG Chair in preparing Decision Gate briefings.
    • Review, edit, facilitate, submit, and manage quarterly and annual reports for the Branch in order to develop quantitative and qualitative assessments of key accomplishments and their impact on the program. Maintain historical record of files, communication, issues, and their resolutions.
    • On a quarterly basis collect qualitative and quantitative data on the MIDRP/DHP program in support of the development of progress reports for the headquarters of the U.S. Army Medical Research and Development Command (USAMRDC), the Department of the Army (DA), the Department of Defense (DoD), DHA and Congress.
    • On a quarterly basis prepare program materials to support the Director in his/her role as Principal Investigator for the MHRP Clinical Trial Unit executing NIAID sponsored protocols such at Aids Clinical Trials Group (ACTG).
  • Provide support for internal program reviews, including monitoring and review of routine program data to track HIV/AIDS program activities and progress toward achievement of targets set by the State Department/Office of the Global AIDS Coordinator (S/GAC) at OCONUS sites. This includes:
    • Administrative oversight and support to field teams in assessing the quality of services at MHRP-supported sites, based on PEPFAR tools such as Site Improvement through Monitoring System (SIMS), methodologies, and standards.
    • Analyze SIMS data and report on findings for site-level performance to S/GAC at least quarterly.
    • Support for updates to program tools such as SIMS.
    • Monitor and maintain SIMS health information system database in coordination with the developer and OCONUS sites. Summary reporting to senior leadership on successes and gaps in performance, based on routine monitoring.
  • Provide inputs to support the development of responses to taskers from DoD, DHA, and PEPFAR, to include:
    • Support for monitoring and reporting quarterly program data on OCONUS HIV/AIDS programs to S/GAC.
    • Support for program data analysis at PEPFAR’s Interagency Collaborative for Program Improvement (ICPI).
    • Support the development or modification of program tools for site-level performance and monitoring.
  • Assist in data gathering for special data calls on various projects and create draft slides and charts.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

Job Requirements:


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree related field.
  • Experience in industry, academic, government, or research setting actively involved in infectious diseases (strongly preferred in HIV research), research execution or equivalent experience.
  • Must be able to obtain HSPD-12 clearance.
  • Must be able to obtain a valid passport.

DESIRED QUALIFICATIONS & SKILLS:

  • Experience doing data analyses is desired.
  • A general understanding of statistical terminology and ability to put pertinent data into presentation and paper format.
  • Interpersonal skills with military and paramilitary community to liaise with subjects and gather more information. Understanding of military chain of command is a plus.
  • Demonstrates ability to prioritize, organize, problem-solve, and coordinate daily activities to support effective improvement in individual patients.
  • Demonstrates knowledge, skill and ability to use basic office automation and information management equipment and programs (i.e., word processing, database management, email, etc.).
  • Communicate in a diplomatic and professional manner with research staff and study participants.
  • Ability to effectively communicate and collaborate with a diverse group of people for the purpose of informing the healthcare team of plans/actions, for teaching/education to benefit the patient/family and organization.
  • Excellent written communication skills to perform accurate documentation, both written and electronic, of all activity in accordance with requirements.

TRAVEL:

Travel to various research sites within and outside of the United States. Travel up to 25% will be required. Up to 5% of international travel may be required.

DRIVING REQUIREMENT:

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy.

Driving, with or without accommodation, may be required. The expected driving time is up to 25%.

PHYSICAL DEMANDS:

Be capable of lifting and moving heavy equipment weighting up to 20 pounds and withstand prolonged periods of bending, reaching, moving about, or standing. Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities. WORK ENVIRONMENT:

Work is performed primarily in a clinic setting. Employee will be exposed to a wide variety of clients in differing functions, personalities, and abilities.

WORK SCHEDULE:

Full-time. May be required to work additional hours as needed to complete assignment or project.
