Judson & Company is Hiring a Payroll Manager Near Cleveland, OH

Payroll Manager
General Purpose:
To perform various Finance Department payroll and related tasks included in this Job Description and other related tasks that may be assigned to support the Judson Services, Inc. Finance Department and other JSI Associates.

Duties and Responsibilities:
  • Works closely with the Judson Services, Inc. Human Resources Department associates on various payroll related tasks
  • Obtains automated Enterprise ETime automated timecards for Judson and South Franklin Circle and ensures that all are edited, approved and signed off by the appropriate manager/VP
  • Obtains electronic import timecard information from Judson Home Care August Systems and ensures that all is approved by Judson Home Care management team
  • Imports time and attendance information from Enterprise ETime into Workforce Now for payroll processing
  • Processes timely and accurate bi-weekly payroll for all JSI entities utilizing ADP Workforce now from information generated from ADP Enterprise ETime (Judson and South Franklin Circle) and August Systems (Judson Home Care).
  • Creates, reviews for accuracy, and generates biweekly automated payroll and related reports out of Workforce Now and maintains electronic copy on the JSI secured network
  • Obtains, verifies the accuracy and completeness of, and enters direct deposit banking information from associates for payroll direct deposit
  • Enters payroll and related information for Human Resource Department personnel into the ADP payroll processing software
  • Monitors New Hires, Promotions, Terminations, and other WFN changes for accuracy and appropriate approval of data changes
  • Enters garnishments, 403b withholdings, auto allowances and other miscellaneous deductions into the ADP Workforce Now payroll processing software
  • Prepares and reconciles vouchers for garnishment, 403b withholdings, 403b loan payments and other misc. payroll deductions
  • Prepares ERISA Form 5500s for JSI entity employee benefit plans with the exception of the JSI defined benefit plan and the 403b plan (prepared by an outside third party)
  • Prepares appropriate withholdings relative to the biweekly payrolls, including taxes, health insurance, voluntary health and wellness premiums, 403b plan, garnishments, and other withholdings that may be appropriate
  • Responds to associates questions and requests related to bi-weekly payroll, including possible referrals to department heads/managers
  • Assists associates by performing password resets for ADP self-service and also for Enterprise ETime
  • Processes manual payroll checks between payroll cycles in situations that require adjustment or correction payments which are not the fault of the associate based upon written, approved adjustment documentation received from department managers or Vice Presidents
  • Prepares and uploads quarterly (3/31, 6/30, 9/30, and 12/31) uploads of Judson Health Center (agency workers also) of hours worked from ADP time collection electronic file to CMS/PBJ file in accordance with state of Ohio Provider Based Journal reporting requirements within 45 days after quarter end
  • Maintains and updates and verifies benefit accruals for PTO, Sick, and birthday hours, transfers balances to ETime
  • Develops and enters required US Department of Labor reporting information into required website
  • Prepares annual 403b Census and forwards to third party administrator
  • Prepares annual Workers Comp True-up numbers and forwards to Controller for upload to state website
  • Participates in all Finance Audits to include 403b Audits, Payroll Audits and Workers Comp Audits as requested annually
  • Ensures that all information that the Payroll Manager accesses or is provided and utilizes, is handled in a totally confidential matter and no information is shared with other associates with the exception of Senior Management or other Finance Department management (or designees) and only to the extent that the Finance Department designees require that information necessary for their performance of JSI Finance Department duties
  • Prepares and distributes FTE, overtime and dollars summary reports generated from the bi-weekly payroll for each of the operating departments to the operating area VP’s
  • Performs troubleshooting of time clocks and Enterprise ETime reporting and notifies ADP or outsourced IT firm of issues needing resolution by those providers
  • Assists CFO or controller with reporting requirements related to employee benefit plans and other requests
  • Assists CFO, controller and other Associates within the Finance Department on special projects that may be identified
  • Trains Payroll Manager backup on duties assigned to Payroll Manager and trains on changes/updates
  • Attends continuing education sessions related to the payroll field, as approved by the CFO
Behavioral Skills:
Strong interpersonal and communication skills, attention to accuracy, strong analytical skills, positive, proactive attitude, ability to work in a team environment and to interact effectively with Finance and other department Associates. Individual must maintain information in a totally confidential manor. Individual should look creatively at problem solving of issues and approaches.

Minimum Qualifications, Education and Certifications:
Minimum of five years’ experience in payroll administration for private or not-for-profit organization. At least Associates degree preferred. Excellent Microsoft Excel and Word skills. Experience in working with payroll processing software programs.

Physical Requirements.
Ability to concentrate on work detail, excellent verbal and written communications. Excellent (including) corrected eye-sight is necessary.

Working Conditions.
Office environment to include shared office space, computer and business equipment and storage space; artificial lighting; On-site parking. Personal use of internet, smartphone or other electronic devices is prohibited during work hours other than lunch break. Business phone extension should be provided to those individuals that may need to reach the Associate as a result of an emergency.
