JMA Solutions is Hiring a Strategic Planner Near Washington, DC

Job Description:

JMA Solutions has an opportunity available for a full-time Strategic Planner V supporting the FAA (Federal Aviation Administration). The person in this position will assists assist in the development of program charters for governing bodies (steering committees, management work groups, requirements analysis teams, software issues resolution teams) to ensure clarity of purpose, deliverables, and alignment with end-to-end process goals. The Contractor may utilize business process re-engineering techniques to assist with the refinement of processes within PMO programs. This position is in Washington, D.C.

Works with limited supervision as part of the program management team whose core responsibility is to analyze, and report on data collected. Also provide advisory and analytical support for development of strategies, planning and implementation activities associated with the execution of fundamental changes in how the ATO conducts business. Focus will be on building, maintaining, and analyzing schedules and budgets as well as support on planning, developing, and implementing strategic plans and schedules; communication planning; develop, coordinate and obtain senior level management input and approval for planning agendas, logistics and communication of planning session; capturing and managing action item status.

This activity will include generating program/project status, cost and schedule indicators, project schedule trends, critical path analysis, and schedule optimizations. Responsible for developing and analyzing weekly/monthly reports on business related metrics. Program and organizational analysis and process mapping to identify barriers to achieving ATO goals and objectives may be required, as well as the ability to provide advisory and analytical support for ATO-wide communication/outreach strategies for multiple initiatives/programs. Identifies potential project trends and risks to management. Supports creation of cost estimates for procurement actions.

Activities in these task areas include, but are not limited:

  • Facilitation and integration of key program governance teams (i.e., planning and managing agendas, facilitating sessions, documenting, and tracking action items, and liaising with senior leaders to ensure critical issues are identified, escalated, and managed appropriately)
  • Facilitation of working sessions and strategic, tactical, and other management meetings inclusive only of government personnel and/or inclusive of both government personnel as well as union representation. For example, planning and managing agenda, facilitating sessions, documenting, and tracking action items, and liaising with senior leaders to ensure critical issues are identified, escalated, and managed appropriately.
  • Assistance in the development of program charters for governing bodies (steering committees, management work groups, requirements analysis teams, software issues resolution teams)
  • Support for planning activities
  • Development of As-Is Analysis, To-Be Analysis and Alternatives Analysis to make recommendations as to how business processes can be improved for various organizations within the ATO.
  • Development of strategies options for ensuring synchronized joint delivery of program commitments by the Government and industry, within and across PMO lines of business
  • Development of frameworks and/or strategic plans options for dealing with the non-technical factors influencing the implementation of system capabilities
  • Analysis of technical and integration issues of proposed architectures and operations
  • Support formulation of strategic plans for introduction of new capabilities and the development of concept of operations
  • Development of comprehensive analyses to support identification of the most beneficial operational capabilities for near-to-midterm system implementation.
  • Conduct of research in support of formulating goals and objectives for new capabilities
  • Development or refinement of enterprise architecture describing national-level systems and support in the decomposition of architectures into functional components and program products.
Job Requirements:
  • Bachelor of Arts/ Science Degree with 5 years related experience, or an Associate of Arts/ Science degree and 10 years of related experience, or 15 years of related experience in business/ financial operations.
  • Scheduling or implementation of strategic business initiatives that define/increase organizational effectiveness and efficiencies is required.
