JOB TITLE: PAYROLL OFFICER

DEPARTMENT: Accounting

REPORTS TO: Fiscal Director

EXEMPT: NO

SALARY LEVEL: $15.00 - $16.00 per hour

SHIFT: Monday-Friday, 8:30 am-4:30 pm

LOCATION: CAC

ESSENTIAL DUTIES/RESPONSIBILITIES

The below statements are intended to describe the general nature and level of work performed by a person in this position. They are not to be construed as an exhaustive list of all duties that may be performed in such a position.

Create and update payroll master records for all staff, including but not limited to pay rates, tax withholding, direct deposit information and voluntary/involuntary deductions.

Input and update payroll master record cost allocation amounts for agency benefit cost, as applicable.

Construct and distribute annual payroll and holiday schedules.

Prepare and distribute timecards in accordance with payroll schedule.

Collect timecards/time sheets; verify accuracy of hours and coinciding leave request forms.

Calculate hours and enter data to process payroll; complete direct deposit upload; print all required payroll reports.

Calculate, schedule and pay agency payroll taxes and deductions bi-weekly/monthly/bimonthly/quarterly/annually, as per filing requirements, while ensuring all supporting documentation is maintained for each.

Consistently cross-check to ensure all payroll taxes/records balance.

Project payroll for agency/programs, as required, for tax schedules or program grants.

Maintain current year payroll files for staff/participants and all agency payroll records.

Monitor and update, if necessary, staff vacation, sick leave and personal days in accordance with agency policy.

Provide payroll information, as needed, by answering questions and completing requests.

Investigate and resolve payroll discrepancies.

Document and maintain all payroll adjustments.

Complete reports/spreadsheets and other clerical duties for position and department as required.

Perform other duties as assigned by Fiscal Director, CFO, administration, or as necessary to fulfill agency requirements.

EMPLOYMENT QUALIFICATIONS

The qualifications listed below are guidelines for selection purposes; alternative qualifications may be substituted if there is a sufficient combination of Education and/or Experience to perform the Essential Duties/Responsibilities.

Education:

AA degree; or equivalent combination of education, relevant work experience and demonstrated ability.

Experience:

A minimum of two years’ payroll and payroll tax experience is preferred.

Knowledge, Skills and Ability:

A thorough knowledge of, and/or the ability to read, interpret, and consistently apply Department/Program Guidelines/Regulations, Personnel Policies and Procedures, standards, laws and other compliance mandates.

This position requires excellent verbal and written communication skills; the ability to adapt, learn and apply skills required; impeccable math skills; keen attention to detail; strong

organizational skills; proven analytical, evaluative and problem-solving skills. Candidate must possess the ability to effectively prioritize and efficiently execute duties in a high-pressure environment; develop positive relationships with agency staff, vendors and community partners; relate well with others, be empathic and supportive with staff/participants/clients; effectively present ideas in a business-friendly and user-friendly language; work both independently and as part of a team for our local community social service network to effectively and efficiently resolve crisis situations.

Proficient in the operation of computers, software, email, and other office equipment including, but not limited to, telephone, fax machine, copier, scanner or any other equipment necessary to complete the essential duties of the position.

Additional Requirements:

Present a positive image of the agency to members of the community.

Maintain confidentiality of staff, participant, client, board of directors and agency information at all times.

Must possess a valid driver license and reliable transportation.

Submit to and pass a background check, if applicable.

Successfully complete required trainings.

Excellent attendance record and a sincere desire for the successful operation of the department and agency is a must.
