Jefferson Consulting Group is Hiring an USAID Junior Acquisition & Assistance Specialist/Procurement Specialist Near Washington, DC

Jefferson provides the full range of acquisition and assistance in support of USAID Washington and Mission Health Office programs that reduce maternal and childhood mortality, assist in family planning and reduce the burden of infectious diseases such as HIV/AIDS, malaria and tuberculosis. Jefferson, as requested, enables USAID Health Offices to efficiently and effectively achieve health goals and priorities through contracts, grants and cooperative agreements. This includes assisting USAID Health Officers in developing requisition packages and helping the Washington and Mission Offices of Acquisition and Assistance to develop acquisition and assistance documents, support source selections and prepare post-award modifications.

The primary responsibilities will involve supporting mid and senior-level Procurement Specialists within the USAID Office of Acquisition and Assistance in all aspects of pre-solicitation, solicitation, negotiation, award, administration and closeout.

Responsibilities include:

  • Provide a great deal of activity coordination, administrative assistance, and organizational assistance in support of the procurement and distribution of health-related commodities
  • Ensure contract/grant/cooperative agreement documentation are processed in a timely manner without negatively impacting or creating undue delay in the health program;
  • Assist the OAA team in completing minor acquisition/assistance actions and provides support as a team member on larger, more complex acquisitions for USAID.
  • Develop acquisition/assistance documentation, including requirements documents, source selection documents and negotiation memoranda for review by government Contracting Officers and Specialists.
  • Publish Requests for Proposals (RFPs) and New Funding Opportunities (NFOs).
  • Analyze contractor and implementing partner budgets
  • Assist in the preparation of award files for close-out
  • Support award closeouts
  • Maintain and prepare contract and agreement files.
  • Assist with administration of awards, including reviewing documentation and providing recommendations on issues, required approvals, modifications and audit recommendations;
  • Perform other job-related responsibilities as assigned.

Qualified candidate requirements:

  • Excellent oral and written communication skills and the ability to communicate effectively with a wide range of people.
  • Must work well with others; be able to multi-task; and have strong problem solving, organizational, and time management skills.
  • Strong organizational, communication, writing and analytical skills to effectively interact with program and contracting officials.
  • Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.
  • Ability to obtain a Facility Access Clearance
Preferred:
  • Experience supporting USAID
  • Experience related to international development and/or health services
  • Knowledge of Federal Acquisition Regulations (FAR); USAID Automated Directives System (ADS), and/or USAID Acquisition Regulations (AIDAR)
  • Experience with GLAAS, PRISM or similar contract management systems.
