Jacobs is seeking a Business Analyst to support the NISSC II contract at NORAD. Your career at Jacobs enables NISSC to fulfill its mission to “provide classified communications and processing for Command and Control (C2) capability in organizational work centers at NISSC sites.” As a member of our team, you will support corporate and customer mission to provide world-class IT services and support that connects systems and users across NORAD in the areas of software development/maintenance, network services, cyber security, systems administration, and other mission-critical areas.
Job Description
The Business Analyst is responsible for business administration tasks. Reporting to the Contracts/Subcontracts Manager, the individual will perform or support the following activities:
• Work with the Business and Contracts Office as a member of a cohesive and effective team.
• Communicate contract and subcontract requirements to other functional departments.
• Support financial reviews, time reporting, invoicing, and auditing activities.
• Support request for proposals (RFPs) for contracts and subcontracts.
• Support the development, and processing of Non-Disclosure Agreements (NDAs)
• Support the administration of teaming agreements and various contract and subcontract instruments.
• Process Wide Area Work Flow (WAWF) and GSA Invoicing
• Assist with General Ledger Reconciliation
• Support process improvements and special projects.
Typical Duties Include:
• Provide support to business and operations units in the formation of financial reports, contracts, and subcontracts, including participating in audits, proposal development, subcontract review, and/or subcontract partnering, and risk assessment process.
• Advise the team on the contractual significance of proposed actions.
• Review and process proposal requests, contract documents, prepare and provide contractual communications and notices.
• Review and process Teammate and subcontract agreements, amendments, invoices, and communications and notices.
• Coordinate with other project team members to identify customer related actions or inactions, which result in constructive contract changes.
• Coordinate with the Legal, Insurance, Risk, Project Controls, and Business Office on contractual terms and risk issues.
• Review project correspondence to ensure clients’ rights are protected and that it is consistent with the terms of the prime contract and associated subcontracts.
• Develop contract summary and update throughout the project.
• Support compliance with vital records and relevant correspondence to support reporting, contract audit, claims and litigations, and contract close out.
• Track proposal due dates and develop and maintain schedules with task order teams.
• Maintain document files in accordance with Policies and Procedures for internal and external audits
Here’s what you’ll need:
Basic Requirements:
• Must have 3 years of directly related experience
• Must have experience working on DoD contracts
• Must have experience with PeopleSoft Financials and Timekeeping
• Must be highly proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, and SharePoint)
• Must be willing to travel as needed
• Must have an active DoD Secret Security Clearance
Desired Requirements:
• Have current experience supporting the NISSC II contract
• Have a working knowledge of FAR/DFAR
• Have experience with federal contracts/subcontracts administration
• Have experience with proposal and cost/price data development
This position is expected to pay$60,000-$70,000annually; depending on experience, education, and any certifications that are directly related to the position.

Attendance
Regular attendance in accordance with an established work schedule is mandatory.
Travel: Candidate must be able to travel to different bases within the area of Colorado Springs. This position has the possibility to travel to other states.
Employment is contingent upon obtaining all required certifications within the time frame specified in a waiver by the government (if applicable) and maintaining required certifications through the duration of the contract. Failure to obtain/maintain required certifications will result in disqualification for this position and could result in termination.
Candidate must exhibit a professional behavior that promotes teamwork, fosters cooperation, and enhances productivity in the workplace. Must be well organized with the ability to coordinate, prioritize, and execute multiple tasks simultaneously in a high-pressure environment. Ability to communicate verbally and in writing to work effectively with a variety of government, military, and contractor personnel at all levels.
Candidate must be able to interface effectively with individuals at all levels of the organization.
