International Development Group is Hiring a Contracts Specialist Near Arlington, VA

Job Description

Contracts Specialist

Position Description:

The Contracts Specialist (CS) will provide afull range of pre-award, post-award and corporate contract administrationservices that will enable contract obligations to federal stakeholders andcompliance to all applicable regulatory laws (national and international). TheCS will be an integral part of the Contracts team, focusing on external awardand internal corporate regulatory process improvement, contracts management,and supporting contract administration for a quickly growing internationaldevelopment firm.

The CS will aid IDG's Contract team under theCorporate Services department with organizational and administrative tasksrelated to federal award process actions including assistance with currentIDG’s federal award project implementation. The CS will also help with thecreation of written and visual content for IDG’s contract process improvementefforts as well as other administrative award management tasks. This positionwill report to the Senior Contracts Manager.

Key Responsibilities:

Contract Administration

  • Manages contract administration and compliancefor all assigned projects.
  • Works directly with the Senior Contracts Manager to research and document Federal Acquisition Regulation(FAR), Agency for International Development Acquisition Regulation (AIDAR), and2 CFR 200, and maintain documentation and files for reference. In addition, theCS will perform research and prepare written responses to resolve questionsposed by internal stakeholders.
  • Distributes contract-related information and ensuresthe maintenance of contract files for assigned projects as assigned by the Senior Contracts Manager.
  • Assists with theanalysis and interpretation of contracts and advises on the negotiation of contractswith donors when draft awards are received.
  • Assists with the reviewof IDG’s contractual correspondence with external and internal stakeholderswhich includes clients/contracting officers, including salary and consultantrate approvals, budget revisions, project-specific procurement, subcontracts,and waivers.
  • Participates inproject “kick-off” meetings, including delivering detailed briefings to theproject and accounting teams as related to administration of the contractfollowing the award.
  • Participates in contract close-out efforts andescalates to the Senior Contracts Manager as needed.

Subcontract Administration

  • Drafts and negotiates subcontracts andmodifications in consultation with the Senior Contracts Manager.Assists project teamsin the preparation of subcontract solicitation documents and assists inmanagement of the solicitation process as needed.
  • Performs integritychecks for subcontract budgets for increase or decrease in scope of work andinternal purpose and/or end of project pipeline budget.
  • Educatessubcontractors regarding donor regulations and monitors compliance related tothe terms and conditions of the subcontract.
  • Monitors regulatory mandated reports anddisclosures from subcontractors.

Capture and Proposal Support

  • Drafts and reviews teaming agreements withsubs or primes.
  • Drafts and reviews agreements for consultantsengaged to support capture and proposals.

Vendor Contract Administration

  • Review and negotiate contracts with vendors asneeded.

Consultant Agreement Administration

  • Reviews and negotiates consultant agreementsas needed in consultation with the Senior Contracts Manager.
  • Additional responsibilities may be assigned asbusiness needs evolve.

Qualifications:

  • Bachelor’s degree in one of the following orrelated fields: business and business administration, law, publicadministration, international business and law, or finance.
  • Advanced degree orcontract management certificate preferred or willingness to enroll in contractadministration program/courses.
  • 2-3 years of relevantexperience in a federal or international development contracting position required,experience in USAID contracting preferred.
  • Full range of contractadministration experience including award negotiations, subcontractormanagement, procurement, performance auditing, etc.
  • Knowledge of FederalGovernment Contract vehicles such as IDIQs, BPAs, CPFF, CPIF, Time &Material, FFP and GSA contracting vehicles.
  • Knowledge andunderstanding of FAR, AIDAR, Federal Travel Regulations, etc.
  • Proficient in Excel,MS Word, and other computer systems.
  • Excellent oral andwritten communication skills.
  • Excellent organizational skills, ability towork independently, assess priorities, and manage a variety of activities,paying attention to detail under tight deadlines and heavy workloads.
