Summary

Serves as an Environmental Protection Specialist in the Environmental Management Division, Engineering Department of the United States Section, International Boundary and Water Commission (USIBWC) assessing the environmental impacts and overseeing the management of proposed and existing USIBWC activities along the United States - Mexico international boundary area with an emphasis on the study of existing USIBWC projects.

Duties

OPEN UNTIL VACANCIES ARE FILLED, MAY BE EXTENDED / CLOSED PRIOR TO CLOSING DATE. FIRST CUTOFF DATE IS 11 / 30 / 2023. OTHER CUTOFF DATES WILL BE DETERMINED AS NEEDED.

  • Ensures agency's regulatory compliance with Clean Water Act (CWA), the Safe Drinking Water Act (SOWA), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) regulations, Executive Orders, and pertinent case law.
  • Develops environmental inventories (EI) and environmental assessments (EA).
  • Coordinates the development of environmental impact statements (EIS).
  • Conducts field investigations and participates actively with other government agencies in collecting and interpreting basic natural resource data.
  • Reviews water quality reports, technical studies, engineering submittals, and NEPA documents to evaluate environmental impact.
  • Serves as a Contracting Officer Representative for environmental contracts ensuring conformance with contractual requirements.
  • Attends public and special interest group meetings and makes formal presentations.

  • You may be subject to unfavorable conditions that include high and low temperature extremes, and excessive winds.
  • You may be required to travel, with overnight stay, up to 15% of the time.

Qualifications

Minimum Qualification Requirement you must possess at least one year of specialized experience, equivalent to the next lower grade level in the Federal service or an equivalent pay system;

or obtained through the government or the private sector.

Grade Differential : Each grade levels perform a wide range of tasks similar to those described in the listing of functional area duties and responsibilities.

At the lower grade levels the employee will be assigned work to further develop and refine their technical knowledge and skills.

Assignments will combine productive work with ongoing training and instruction. Supervision received at the lower grade levels will be closer with oversight and review being provided on a regular basis.

  • Examples of Specialized experience : advance skill in natural resources management, GIS software and computer applications to plan, coordinate and accomplish all tasks necessary to support a variety of environmental projects and studies;
  • knowledge of laws and regulations controlling government contracting for contract services, supplies, materials, equipment, and construction, as well as the contractor selection process;
  • knowledge of a wide range of environmental protection concepts, principles, practices, and methodologies sufficient to conduct and review the full scope of analytical environmental documents;
  • skill in applying analytical evaluative methods and techniques common to the discipline; knowledge of the ecological principles, ecosystem processes, and the procedures, techniques, and methods utilized in investigating and analyzing ecological relationships;
  • knowledge of federal legislation and regulations impacting on environmental protection, such as NEPA, National Historic Preservation Act, Endangered Species Act, Migratory Bird Treaty Act, National Historic Preservation Act, Clean Water Act, Executive Orders, Council on Environmental Quality (CEQ);
  • skill in interpersonal communications in order to convey both technical and informational environmental data; skill in interpersonal communications in order to convey both technical and informational environmental data;
  • communicating with groups of people in formal and informal settings; technical writing sufficient to compose narrative, tabular, and graphic information for inclusion in typically voluminous reports;
  • use of a computer sufficient to input, format, retrieve, modify, and produce such information in report form, operating a motor vehicle, such as a van, pickup truck, and sedan;
  • engaging in environmental management studies, participating in critical reviews of environmental documents developed and submitted by other agencies or private interests;

attending public and special interest group meetings and making formal presentations.

Time in Grade (TIG) : Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures.
