International Boundary and Water Commission: United States and Mexico is Hiring a Records and Information Management Specialist (Open Until Filled) Near El Paso, TX

Performs a wide variety of duties in support of agency official records management programs and initiatives as well as administrative support for the United States Section, International Boundary and Water Commission, (USIBWC), Information Management Department (IMD), Records Management Office (RMO). Supports all agency strategic planning goals and the execution of administrative and internal business processes of the department.

Qualifications:

Qualifications for initial cutoff date must be met by 11/30/2023.

Minimum Qualification Requirement - To qualify you must have one full year of specialized experience equivalent to at least the next lower grade level in the Federal service or equivalent pay bands (this experience could have been obtained in either the public or private sector) that equipped with the particular knowledge, skills and abilities to perform successfully the duties of the position.
GG-05 - One year specialized experience at the GS/GG 04 grade level.
GG-07 - One year specialized experience at the GS/GG 05 grade level.

Examples of specialized experience: providing guidance, training, and assistance on all agency records management functions; ensuring records are maintained, disposed of, protected, disseminated, and retrieved within established guidelines; providing assistance, evaluation and inspections for agency records management programs; receiving and distributing incoming mail and accuracy applying necessary postage for outgoing mail; monitoring an electronic data system to record suspenses and provide notification of impending deadlines; establishing and managing both physical and electronic records and records filing systems in compliance with Federal records retention schedules; purging unused or non-record files eligible for disposal, archives, or retirement; conducting routine file searches to locate and distribute requested documents or information; establishing file indexes or inventories to facilitate the availability of stored information, and in preparation for digitizing; assisting administrative support staff in the proper creation and preservation of agency records; safeguarding sensitive but unclassified (SBU) data and personally identifiable information, (PII); using discretion to determine an individual's need to know (NTK) and releasing information; identifying compliance with agency records life-cycle management and records distribution requirements; initiating records for shipment or digital retirement of records to the Federal Records Center or the National Archives and Records Administration (NARA); performing record audits and monitoring changes in Federal management requirements; accurately classifying documents and records in accordance with agency directives; utilizing an automated travel system to arrange for staff members travel and training; reconciling travel and training vouchers; utilizing an automated time and attendance system to create and transmit employee time and attendance; coordinating with a finance and accounting office and/or a human resources office to ensure accuracy of employee master records.

Time in Grade (TIG):Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. An SF-50 must be provided that verifies eligibility as stated in the Area of Consideration section.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Responsibilities:

  • Assures uniform application of record management regulations and directives.
  • Enters file data into the agency electronic Document Management System.
  • Purges unused or non-record files eligible for disposal, archives, or retirement.
  • Conducts routine and extensive files searches to locate and extract requested documents and specific information.
  • Safeguards sensitive but unclassified data and personally Identifiable Information.
  • Arranges staff members' travel and training and reconciles travel vouchers.
  • Creates and transmits time and attendance and reviews submitted data for completeness and accuracy.
