The Sr RF Engineer is responsible for the engineering, support, and health of all Inmarsat Government satellite communications networks. The Senior Engineer will lead technical projects, lead technical resources during projects, maintain project budgets, and update management on project status/deliverables. Senior RF Engineer is part of the RF Engineering Department which responsibilities include designing, implementing, maintaining, and troubleshooting all current and new custom-built satellite communications (SATCOM) networks. The Sr RF Engineer is also responsible for design and implementation of space segment capacity resources, as well as documentation for all satellite networks and related ground station equipment and act as tiered operational support.

Responsibilities: 

• Support daily operations, solution design, project lead, and technical escalation.

• Ensure all fielded hardware is maintained under proper maintenance & support agreements.
• Assist management with creating/maintenance of CAPEX and OPEX budgets.
• Lead and/or validate network moves, upgrades, and changes including hardware installation/configuration.
• Provide timely and accurate reporting/briefings to upper management as directed for assigned projects and operational matters.
• Execute detailed link budget analysis across multiple frequency bands and using various modem technologies. 
• Generate engineering standards and perform acceptance testing.
• Ability to travel domestically and internationally for maintenance and new equipment installation as required (travel could be up to 20% of the year).

Skills & Knowledge:

• Ability to support engineering projects for new service design, implementation, and integration into Operations. This includes creating comprehensive engineering O&M documentation for solution sustainment.
• Ability to lead projects across departments, create and maintain project schedules, and ensure that projects are completed on time and within budget.
• Expert level knowledge in satellite link budget analysis using industry standard Link Budget Analysis (LBA) tools to include ECM, COMPLAN, SatMaster Pro, LST5, and CLBT is highly desirable.
• Highly skilled in performing carrier & transponder planning and loading optimization where balancing available bandwidth and power is necessary.
• Knowledgeable in the performance differences between various satellite frequency bands (L, C, Ku, Ka, & X-band) and the effects on each signal type as it pertains to antenna gain and rain propagation.
• Proficient in understanding/interpreting Eb/No, C/N, and BER values as well as various modulation/coding techniques and understand the benefits/down falls of each (BPSK, QPSK, 8PSK, 16QAM, SSMA, TPC, Reed Solomon, Viterbi, LDPC, VersaFec, Spread Spectrum, spectrum rolloff, etc).
• Must possess a strong knowledge of common satellite network topologies and communications platforms to include basic knowledge of a satellite spacecraft operation and design.
• Plan and implement network hardware/software upgrades and maintenances as required.
• Adhere to RF engineering industry standards and perform acceptance testing for new equipment and solutions.
• Develop internal process and provide skills training to other Inmarsat Government staff on an as-required basis, through knowledge sharing, mentoring and documentation.
• Ability to travel to satellite earth station and customer facilities, both domestic and international, for maintenance and new equipment installations as required.
• Participate in the RF Engineering department schedule for after hours on-call rotation requirements for Tier II/II escalations from NOC. 
• Experience in iDirect iDx (Evo/Velocity), Comtech, Paradise, Newtec, and/or ViaSat modem technologies.
• Knowledgeable in satellite teleport RF equipment, Tx/Rx signal flow, architecture, and hardware redundancy.
• Highly proficient on the use of satellite communications test equipment, i.e. spectrum analyzer, signal generators, multi-meters, inclinometer/compass 
• Familiar with VSAT hardware including fixed antennas, portable/fly-away kits, transportable/man-pack solutions, maritime and Aero systems. 
• Demonstrated troubleshooting and problem-solving skills.
• Technical and non-technical, oral, and written, communication skills.
• Strong fluency with desktop (Microsoft) operating systems and applications such as Outlook, Word, Excel, Visio and some familiarity with Microsoft Project.
• Familiar with Windows Domain, Active Directory, DNS, Telnet, DHCP, FTP, and SSL
• Basic knowledge and understanding of TCP/IP network technologies.
• Must be able to lift 50 lbs. of weight as required at certain installs.

Experience/Education:

• BS in Electrical Engineering or Telecommunications and a minimum of four years of SATCOM industry experience. Alternately, 10-15yrs experience in Satellite Communications/Telecommunications industry would be acceptable. 
• Experience with TDMA, SCPC, FDMA, SSMA, and CDMA protocols
• Familiar with data level encryption and satellite level encryption
• Experience interfacing with vendor NOC’s, internal customers, and external customers

• Minimum of ten years directly related work experience or equivalent.

This position requires a DoD security clearance (at least US DoD SECRET is required, but a TOP SECRET is desired)
