Summary

You will serve as the ADMINISTRATIVE OFFICER / GOVERNMENT INFORMATION SPECIALIST within the Office of the Judge Advocate General, Admiralty and Claims Division (Code 15).

Duties

  • You will manage all matters pertaining to the supervision, management, and oversight of the Admiralty and Claims Division's Privacy Act and Freedom of Information Act programs.
  • You will analyze and determine whether or not requested material is releasable.
  • You will prepare the final product to be released under FOIA / PA by conducting a technical review, analyzing requested material, and making independent decisions as to what information should be properly withheld under FOIA and PA exemptions.
  • You will advise field offices on requirements to forward investigations and proper processing of information requests in accordance with agency policy and regulations.
  • You will develop and manage policies, procedures, plans and personnel related to the administrative functions of the Admiralty and Claims Division.
  • You will manage all administrative tasks and requirements imposed on the Division.
  • You will identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate performing duties such as the following :

1) Investigating, analyzing, and preparing responses to requests received in compliance with Freedom of Information Act / Privacy Act (FOIA / PA) requirements.

2) Performing legal research (e.g. case law, administrative law, state codes, U.S. Government regulations, directives, notices and manuals) to properly process complex or unique FOIA / PA or other administrative requests.

3) Utilizing office automation hardware and software systems (e.g. Microsoft Office and internet search engines) to research, track, and respond to FOIA / PA requests and administrative taskings.

4) Identifying and analyzing problems; weighing relevance and accuracy of information; seeking / generating and evaluating alternative perspectives / solutions;

making timely / effective recommendations, based on potential implications of findings or conclusions.

5) Critically evaluating to identify the causes of problems and choosing courses of action that balance the interests of the mission and stakeholders.

The ability to select, acquire, store, or distribute an organization's resources in the most efficient way possible.Such resources may include materials, equipment, financial resources, inventory, human skills, production resources, or information technology (IT).

6) Advising on, administering, supervising, or performing work that requires application of laws or regulations that govern the Federal records management process of managing and governing organizational records throughout the records lifecycle, which includes the time the records are conceived through disposal.
