The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to organize, plan, execute, control and evaluate the operations of the statewide Family Planning Program delegate agencies. Manages, plans, develops, maintains and implements the fiscal and grants management of the Illinois Family Planning Program. Collects, analyzes and disseminates narrative and statistical reports related to the Illinois Family Planning Program.

Job Responsibilities

  • Monitors Illinois Family Planning Program delegate agencies statewide. Reviews and provides direction on expenditures for the provision of services by the delegate agencies providing reproductive health services, pursuant to their grant agreement, to ensure compliance with program rules and regulations. Travels to conducts on-site reviews of fiscal record-keeping systems, as well as annual cost reconciliation studies of each delegate agency. Provides and coordinates technical assistance as needed to enable delegate agencies to maintain accounting and record-keeping systems consistent with program requirements. Serves as a liaison to the delegate agencies and central office fiscal and program staff.
  • Facilitates the electronic grant preparation, fiscal review, award, grant release and reimbursement monitoring. Serve as a liaison to delegate agencies for electronic grant award and monitoring system needs. Participate in monthly IDPH grants management meetings to remain current information on the electronic grants award and monitoring system. Participate in quarterly delegate agency meetings to provide guidance on fiscal and grants management.
  • Facilitates and implements monitoring plans for program grant agreements statewide. Works with delegate agencies to ensure that all Work and Program Plans (i) incorporate a means to prevent program overlap and duplication, (ii) have a plan to provide adequate service delivery to an appropriate population, (iii) meet contract expectations and (iv) illustrate how the delegate agency will effectively utilizes resources for optimal service delivery.
  • Assesses policies, and procedures. Reviews quarterly data and documents for planning, budgeting, reviews and reporting for the Family Planning Annual Report and other state (or federal) data reporting requirements. Determines and makes recommendations for program improvement, including review of methods used for program implementation and assists with providing the resources and technical assistance necessary for delegate agencies to achieve performance outcomes. Makes recommendations for program delivery based upon best practices/research for optimum program policy implementation.
  • Confers regularly with supervisors and program administrators within the Illinois Family Planning Program to ensure they are aware of delegate agency progress towards meeting performance outcomes including non compliance issues such as clarification and support with corrective action plans.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business, public administration, public health, social or human services.
  • Requires two years of responsible administrative experience in a public or business public health program addressing reproductive health.

Preferred Qualifications

  • Coursework in mathematics, public health, human services, and/or business and administration.
  • Three years’ experience compiling and interpreting program data for submission to state and federal funding agencies.
  • Three years’ experience conducting grantee monitoring and corrective action plans for data and fiscal compliance to minimize and correct errors.
  • One year experience providing technical assistance on program data reporting and drafting line-item budgets for grantee agencies.
  • One year experience providing technical assistance on uploads to electronic grant review, award, and monitoring systems.
  • One year experience working with Microsoft Software and data analysis tools.
  • One year experience communicating verbally and in writing.

Requires the ability to travel to in-state and out-of-state meetings.
