Position Overview

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as a as a Classification Specialist, performing complex, specialized duties in human resources (HR) and classification. Conducts technical reviews of positions descriptions which includes research and comparative analysis to determine proper allocation of class title, duties and option, proper levels of duty authority and structure/reporting levels, researching for duplication of work, and reviewing requirements to verify they correctly support the class title and option. Manages an assigned caseload of technical classification requests and assignments. Reviews, researches, and prepares time-sensitive reports. Collaborates with Classification Program Manager, personnel staff, Hiring Managers, and other staff upon request to address Classification matters. Assists the Classification Program Manager with Personal Service Contracts-Description of Services (PSC-DoS).

Essential Functions

35% Under general direction, serves as a Classification Specialist for the Department of Innovation and Technology (DoIT), performing complex, specialized duties in human resources (HR) and classification:
⦁ Manages an assigned caseload of technical classification requests and assignments.
⦁ Reviews classification requests from agency leadership, core hiring managers and client agencies, which includes, but is not limited to, complex job description establishments, clarifications, position number changes, additional identical changes, abolishments, structure changes, realignments, reorganizations, work county changes, client agency transitions, etc.
⦁ Conducts technical reviews of position descriptions which includes research and comparative analysis to independently determine proper allocation of class title, duties and option, proper levels of duty authority and structure/reporting levels, researching for duplication of work, and reviewing requirements to verify they correctly support the class title and option, as well as review and verification of bargaining codes.
⦁ Identifies issues within position descriptions and returns to hiring manager along with edits/comments on issues.
⦁ Confers and advises managers on position allocation, reporting structure, other classification related aspects, and recommends solutions to meet functional and operational needs.
⦁ Utilizes tools in research performance, which includes, but is not limited to, the DocuWare, SharePoint, classification specifications, SuccessFactors (SF), personnel code, personnel rules, allocation reports, etc.
⦁ Participates in client agency transitions/transformations, which includes targeted positions, incumbents, current/targeted supervisors, and location information.
⦁ Works with agency Labor Relations on client agency transformations, realignments, and reorganizations, as well as any other classification related issues that requires Labor Relations input and participation.
⦁ Drafts position descriptions and proposed organizational charts in MS Visio, when necessary, for review and approval by the Chief Information Officer (CIO), Group Chief Information Officer (GCIO) and DoIT core management.
⦁ Signs final position descriptions on behalf of the Department Secretary and electronically submits to CMS Personnel Integrity and/or makes direct changes in SF.
⦁ Maintains electronic files for position descriptions. 
⦁ Provides professional assistance to the Classification Manager by performing extensive research and providing specialized information relating to HR and classification issues. 
⦁ Serves as a liaison, responding to hiring managers and client agencies regarding HR and Classification related policies, procedures, questions, concerns, and requests.

35% Utilizes the classification tracking log and DoIT Hiring Tracking Portal to maintain assigned caseload of requests, projects, and assignments:
⦁ Enters detailed status information on all assigned requests, assignments, and projects.
⦁ Continually monitors caseload and updates detailed status information as requests/assignments/projects move through the review/approval process to ensure assigned requests/assignments/ projects are being responded to and addressed in a timely manner.
⦁ Reviews caseload with Program Manager and team staff on a regular basis to discuss status of requests, concerns, issues, etc., collaborating on re-prioritization of requests/assignments/projects.
⦁ Provides detailed status reports as directed. 

Essential Functions Continued

15% Reviews, researches, and prepares time-sensitive reports:
⦁ Receives and review’s the monthly ITAP report and the quarterly U.S. Department of Labor, Bureau of Labor Statistics IL Non-Personnel-Code report, as received from CMS.
⦁ Prepares draft reports to include any changes/edits/updates from previous submission, cross checking with the previous reports for accuracy.
⦁ Submits final reports to Manager for final review, approval, and submission to CMS.
⦁ Files and maintains reports electronically.
⦁ Prepares and provides status reports of open and completed classification requests, assignments, and projects to manager.

5% Collaborates with Classification Program Manager, personnel staff, Hiring Managers, and other staff upon request to address Classification matters:
⦁ Participates in weekly team meetings with Classification Program Manager and staff to review caseload and program priorities.
⦁ Reviews allocation lists to verify all incumbents are on correct positions, researching and correcting issues when identified.
⦁ Participates in and independently meets with Hiring Managers, CIOs, and GCIOs as related to classification-related issues, including future state planning and priority postings, providing classification expertise and guidance.
⦁ Participates in other Department HR and staff meetings as directed.
⦁ Represents the Classification Program Manager in his/her absence.
⦁ Utilizes WebEx to participate in meetings

5% Assists Classification Program Manager with Personal Service Contracts-Description of Services (PSC-DoS):
⦁ Assists manager by performing preliminary reviews of assigned personal services contracts-description of services.
⦁ Researches for possible duplication of work.
⦁ Researches and analyzes if work to be performed is supportive of bargaining level staff.
⦁ Prepares findings and submits to manager. 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
2. Requires two (2) years of professional human resources experience.

Specialized Skills:

1. Requires two (2) years of professional experience working in a position classification field, conducting studies and drafting job descriptions, reviewing and processing new establishments, clarifications, position movements (realignments), or organizational charts.
2. Requires two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts as it relates to classification functions, or similar. 
3. Two (2) years of professional experience managing a caseload of technical classification requests and assignments.

Preferred Qualifications (In Order of Significance):

1. Requires two (2) years of professional experience working in a position classification field, conducting studies and drafting job descriptions, reviewing and processing new establishments, clarifications, position movements (realignments), or organizational charts.
2. Requires two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts as it relates to classification functions, or similar. 
3. Two (2) years of professional experience managing a caseload of technical classification requests and assignments.
4. Two (2) years of professional experience conducting technical reviews of job descriptions which includes research and comparative analysis to determine proper allocation of class title, duties and option, proper levels of duty authority and structure/reporting levels, duplication of work, or review and verification of bargaining codes.
5. One (1) year of professional experience creating and maintaining organizational charts in MS Visio or similar, and position descriptions in MS Word. 
6. Extensive knowledge of MS Word, Excel, Teams, Outlook, WebEx, or SharePoint.
7. Ability to analyze information to prepare reports and recommendations to management.
8. Developed verbal and written communication skills to prepare technical information with precision and clarity.
9. Ability to gain and maintain cooperative working relationships.
10. Demonstrated multi-tasking skills to coordinate and complete multiple competing priorities
