IIE Organization is Hiring a Remote Grants & Contracts Analyst (Hybrid)

Job Description:

The Grants and Contracts Analyst supports IIE to meet the contractual compliance requirements of our awards. Supporting a team of Senior Grants and Contracts Officers, the Grants and Contracts Analyst accomplishes this throughout the lifecycle of a sponsored Award awards by reviewing, interpreting, negotiating contracts, and advising IIE team members on contractual and compliance matters. The Grants and Contracts Analyst also assists with the departmental training initiatives, including strategizing approach, leveraging internal resources, and implementing tools to maximize impact of training to accomplish departments goals.

The Institute of International Education (“IIE”) has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.

Essential Functions:
  • Serves as a subject matter expert on a portfolio of awards.
  • Supports Senior G&C Officers on contract management tasks.
  • With the support of Senior G&C Officers, leads compliance discussions, trainings, and risk analysis in decision making with program teams and leadership to support compliance with contractual agreement terms and relevant U.S. Government regulations and laws.
  • Identifies compliance risks and collaborates with program teams to eliminate or alleviate the risk factors.
  • Reviews and negotiates sponsored awards and amendments. Advises IIE team members on compliance-related processes and interpretation of contractual language.
  • Serves as subject matter expert for specific grants and contracts-related topic. Develops related tools and resources to build internal capacity and drive organizational compliance with IIE policy and client requirements.
  • Liaises with internal and external stakeholders to work through simple and complex compliance matters, and to ensure IIE has audit ready documentation to support decisions and approvals.
  • Drafts, reviews, and negotiates subawards and amendments. Liaises with and advises IIE internal stakeholders on subaward/ contracting compliance-related issues. Negotiates third party agreements with vendors and partners.
  • Supports the systematic closeout of awards in the portfolio. Identifies, recommends, and/or implements changes to process or templates to improve these processes.
  • Reviews complex proposal budgets and budget narratives. Reads and compares solicitation or other client budget instructions to ensure that budgeted costs are allowable and in accordance with client regulations and IIE policies. Recommends and negotiates changes as needed.
  • Advises internal stakeholders of any compliance concerns or costs prior during proposal stage.
  • Develops departmental process improvements by developing tools, templates, and procedures.
  • Collaborates with Internal Stakeholders in areas of overlapping subject matters and provides opportunities for collaboration and synergy
  • Potentially travels to domestic and international offices to deliver training and assist with essential compliance issues
  • Serves as a backup to AwardRequest and supports award setups and other related tasks in PeopleSoft.
Education and Work Experience:
  • Requires an Associate's degree and at least two years of related work experience, or combination education and experience.
Knowledge, Skills and Abilities:
  • Beginner to intermediate experience supporting compliance with the terms of contracts or related funding instruments; preferably for those funded by the US government.
  • Beginner to intermediate knowledge in federal regulations including OMB Uniform Guidance (2 CFR 200).
  • Beginner to intermediate ability to understand, negotiate, interpret, and advise on contractual matters is a plus.
  • Effective interpersonal and communication skills. Ability to recognize and analyze difficult situations and to take appropriate action.
  • Experience analyzing documents and processes and completing tasks such as interpreting contractual requirements and grants, operating instructions, policies, and procedure manuals.
  • Proficiency with Microsoft Office Suite. Ability to maintain confidentiality for sensitive issues and projects.
  • Beginner to intermediate proficiency with a financial system, preferably Oracle’s PeopleSoft is a plus.
  • Strong negotiation skills.
  • Demonstrated training experience preferred.

Salary Range:$69,630 - $80,945 A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
