Job Requirements and Qualifications:
• A minimum of 10 years of work experience, in Senior Business and Financial Operations.
• Research and analyze program milestone requirements, and identify potential short- and long-range plans covering overall program goals and objectives.
• Prepare briefings and other material necessary to communicate the strategy, and document final decision. Ensure structure and content requirements for program documents are in accordance with all required DoD, Army, PEO MS, and other relevant guidance, directives, and policies.
• Gather and integrate data from the programmatic, engineering, test and evaluation, configuration management, and logistics functions to prepare program Spend Plan documentation.
• Track program documents through all phases of the approval process and following submittal for staff coordination at higher levels, as appropriate. Maintain a document repository.
• Perform planning, analysis, formulation, justification, presentation, execution tracking, and review of current and multi-year budgets for assigned programs, which include Research, Development, Test, and Evaluation (RDTE); Other Procurement, Army (OPA); and Operations and Maintenance, Army (OMA) appropriations.
• Monitor obligations and expenditures, and support development and review of program budgets.
• Track/analyze program funding and prepare monthly/as-needed execution reports to report progress against established financial metrics.
• Support development of high-visibility cost/budget products in response to U.S. Army and Congressional requirements, including P&R Forms, Army Program Budget Reviews (formerly DASC Parade/SmartCharts), and Program Objective Memorandum (POM) program reviews.
• Analyze budgeting and accounting reports.
• Aid the PPBE Chief with program integration, as well as procedural, technical, budget estimates, financial cost analysis, cost estimating, cost scheduling, and financial programming.
• Work on assignments, review and check obligations, expenditures, reimbursable orders, and requests for allotments to ensure funds are being spent in accordance with annual financial plans. • Assists with budget preparation and management for all phases of the Planning, Programming, Budgeting, and Execution process.
• Perform budget and financial analysis, obligation and expenditure forecasting, funds management, funds status, funds control techniques and/or systems, accounting and finance systems, and/or procedures.
• Prepares a variety of reports covering the status of funds and advises program managers and management officials on the availability of funds.
• Execute data entry within Comprehensive Cost and Requirements System (CCaRS), will train if required • Perform Integrated Baseline Review team planning.
• Provide training for Integrated Baseline Review (IBR) teams.
• Support the government customer in performance analysis of Contract Performance Reports (CPRs), Cost/Schedule Status Reports (C/SSR), Contract Funds Status Report (CFSR), and Contract personnel Cost Data Reports (CCDR).
• Support the client in the creation of Contract Data Requirements Lists (CDRLs) for the above reports, as well as the Integrated Master Schedule (IMS) and Contract personnel Work Breakdown Structure (WBS) dictionary.
• Apply knowledge of DoDD 5000.1/DoDI 5000.02 and DoD Financial Management and associated Regulations and DFAS Regulations/Guidance.
• Prepares program reports and financial documentation, draws conclusions, and devises solutions to problems relating to improvement of financial management effectiveness, work methods, financial systems, and procedure efficiency.
• Design and maintain program budgets and other financial tracking documentation.
• Utilize software applications such as PMRT, CCaR, DTS, Outlook, PowerPoint, Excel, and Word
• Conduct research and provide inputs to program financial management, including budget preparation and management for all phases of the research program.
• Maintain and provide administration of the CCARS database. • Assist with proposal development, if necessary.
Perform life cycle cost versus mission effectiveness assessments and design detailed cost estimates to enable well-informed program decisions, risk analyses/assessments, systems engineering decisions, and logistics and sustainment decisions
Education Requirements:
• BA/BS or MA/MS degree
• 15-20 years of experience can be substituted for a BA/BS degree.
Security Clearance Requirements:
Must be a US Citizen and have an active Secret Security Clearance or the ability to obtain one.
