HRSD is Hiring a Lab Manager Near Virginia, VA

Work Schedule and Other Information

Must be available to work occasional holidays, weekends, and overtime when necessary.

Brief Description

Under broad guidance, the Lab Manager is responsible for:
a.Developing, managing, coordinating and negotiating all aspects of laboratory services for other HRSD Departments and Divisions and external customers
b.Ensures accreditation (VELAP) requirements related to analyses are met for analytical sections including SOPs, training documentation and data validation protocols and others
c.Managing systems to provide high quality, legally defensible data to meet regulatory monitoring requirements and customer expectations
d.Planning for future needs and development of laboratory including fiscal projections, evaluation of future regulatory requirements and technological advancements, and identification of laboratory staff training and development needs
e.Communicating the HRSD mission, vision and values; providing leadership, technical expertise and support to section staff
f.Serve as after-hours standby manager to address emergencies and other issues on a rotating basis

Job Requirements

Education
1.Required
Bachelor’s degree in Chemistry, Biology, Biochemistry, Environmental Science, Physics, or related science as approved. Alternatively, a bachelor’s degree in other disciplines with at least 30 credit hours of college course work in Chemistry, Biology, Biochemistry, Environmental Science, Physics, or related science as approved.

Advanced degree in Chemistry, Biology, or a related physical science with an emphasis in environmental science and/or analytical chemistry
b.Experience
1.Required
a)Five years of progressively responsible experience, including supervision in an environmental laboratory
b)Experience working in a team environment, and using quality principles and participative management
2.Desired
Two years experience leading an HRSD lab section
c.Job-specific Technical Competencies
Required
a)Strong managerial skills to plan, organize, implement and control complex regulatory programs
b)Extensive knowledge of laws, rules and regulations that pertain to analytical environmental monitoring, quality assurance and VELAP accreditation requirements
c)In-depth knowledge of municipal wastewater treatment plant operations
d)Thorough knowledge of Quality Improvement principles
e)Thorough scientific and technical knowledge of chemical and biological processes, complex analytical techniques and instrumentation
f)Working knowledge of new technologies, equipment and processes pertaining to laboratory analyses of various environmental samples
g)Specialized knowledge of a wide range of complex and variable analytical procedures and technology used in the lab processes at HRSD; skill in use of basic laboratory equipment
h)Ability to manage/coordinate multiple projects
i)Ability to present data in meaningful graphical form; ability to write reports conveying analysis and recommendations
j)Ability to use independent judgment in developing new methods and implementing new instrumentation
k)Knowledge of related computer database development and maintenance, statistics, and major computer applications is required
l)Ability to use MS Office products at an advanced level of proficiency and a variety of other industry-specific programs (e.g. LIMS) at an intermediate level of proficiency
