  • Founded in 1990, The Housing Partnership, Inc. (HPI) is a nonprofit real estate development company dedicated to creating, sustaining, and promoting access to affordable housing of choice. We have a strong focus on building stable communities through affordable housing development and providing financial education to a future community of homeowners.

    POSITION SUMMARY:

    Under the direction of the Chief Operating Officer, this position participates in all aspects of the property management role for the Lease-Purchase department. This role serves as the driver for team member accountability, onboarding, training and development. The Regional Manager is the Supervisor of the Property Managers, Maintenance Supervisor and Maintenance Technicians assigned to the Single-Family Houses. The Regional Manager will represent the company regarding regulatory commitments as obligated in the company’s partnership agreements.

    ESSENTIAL DUTIES AND TASKS:

    1) Supervises property management activities to ensure ongoing physical and financial health of the Lease-Purchase department:

    a. Lead a team of property managers and maintenance staff to achieve high performance.

    b. Works with COO to prepare annual operating budgets and closely monitors ongoing financial operating results.

    c. Troubleshoots issues as they arise, and makes mature decisions regarding resolution.

    d. Hold team members accountable to all policies and procedures.

    e. Organize and host routine team huddles to ensure work is assigned, progressing and deadlines of all commitments are met.

    f. Participates in monthly HPI Leadership meetings and serves on HPI’s Loss Prevention Committee.

    2) Coordinates asset management activities to ensure obligations of compliance to all HPI partners are met.

    a. Oversees and assigns compliance review services as needed for agency clients with an emphasis on Low Income Housing Tax Credit (LIHTC), Louisville Metro HOME, Affordable Housing Trust Fund (AHTF) and other similar commitments.

    b. Preparation and calculation of rent and income limits.

    c. Coordinate, conduct and oversee routine inspections and regulatory commitments.

    d. Gather and implement property utility allowances.

    3) May be assigned special projects or other duties.

    WORKING CONDITIONS:

    About 60% of the work takes place in a business office. Some work requires reading and using a computer. Frequent visits to property sites where there may be equipment in motion. Some settings may not be able to accommodate a wheelchair user. May be outside in wet or humid conditions, in both hot and cold weather. May work around noise and fumes.

    MINIMUM QUALIFICATIONS:

    A Bachelor’s Degree in Accounting or Finance is preferred. Five years of supervising multiple communities and five years of LIHTC compliance experience is a must. A combination of education and experience may be substituted when competency is demonstrated.
