SIGN-ON Bonus: HACLA is excited to announce that this position qualifies for a one-time sign-on, Non-PERSable Bonus of $4,000.00 for the selected candidate who commences full-time permanent employment with HACLA between January 1, 2024, through June 30, 2024, and have continuous permanent employment with HACLA through the date of payment in December 2024.
The Position
The Housing Authority of the City of Los Angeles (“HACLA”) is currently seeking a well-qualified, highly motivated self-directed housing professional to join our agency and fulfill the role of Assistant Director of Finance.
The ideal candidate will have considerable and significant financial and accounting experience, as well as excellent customer service and management skills and abilities. Experience handling governmental budget preparation, accounting and auditing experience is preferred and desirable.
Under the oversight of the Chief Administrative Officer, and reporting directly to the Director of Finance, this position will provide critically responsible and complex administrative support to the Finance Department.
Characteristics of the Class: The Assistant Director of Finance is an at-will position reporting to and receiving general direction from the Director of Finance. The incumbent of this single position class, as the assistant department head, is responsible for effectively managing the day-to-day operations related to various financial and accounting functional areas and support services, including but not limited to systems of financial reporting and accounting, governmental reporting (HUD), auditing, accounts receivable, accounts payable, payroll, financial administration, budget preparation and administration, grants management, and investment of the Authority. Acts on behalf of the Director in their absence and as assigned; supervises and coordinates the activities of Finance Department staff; prepares and monitors budgets; directs and conducts special research projects and related studies, and performs complex analysis.

Essential Job Functions:
Serves as subject matter expert on various functional areas of the Finance Department and related support services; resolves difficult and unusual technical problems, and provides technical advice to professional staff within the department.
Assists in the development, administration, implementation and coordination of the Finance Department activities including but not limited to the formulation and direction of long-and-short-range fiscal management planning and forecasting, execution of Departmental goals, objectives, policies, procedures and work methods and standards.
Prepares financial analyses of operations for Management; advises and consults with Management concerning the accounting and financial implications of existing and projected departmental operations.
Assists with the arrangement and coordination of regularly schedule outside audits; obtain periodic outside audits; facilitates audit review findings by Authority auditors and outside audit agencies for compliance.
Prepares governmental reports as required by the U.S. Department of Housing and Urban Development (HUD).
Makes recommendations concerning major economic objectives and policies in areas of income, expenses, and earnings based on past, present, and future operations.
Acts on behalf of the Director of Finance during absences and as assigned; plans, organizes, assigns and supervises the work of the department including setting work priorities, determining methods and procedures to be used, resolving problems, selecting alternatives, and taking corrective actions.
Assists with directing the selection, supervision, and work evaluation of department personnel; provides for staff training and professional development; monitors and directs employee relations and grievance procedures
Maintains effective internal controls on Housing Authority financial activities.
Evaluates assigned programs and reviews policies, procedures and methods used in order to comply with best practices and industry standards; formulates, recommends and/or implements action for program improvement.
Analyzes and interprets financial accounting provisions of laws and regulations and recommends steps for their implementation; reviews expenditures and procedures for adherence with Housing Authority policy and best practices;
Conducts management research and related studies as required; prepares and directs the preparation of periodic and special reports;
Performs other duties as assigned.
Knowledge/Skills/Abilities:
Knowledge of management principles and techniques; principles of accounting, treasury management and auditing standards; state and federal laws affecting the various operations of the department; systems, procedures and modern computer applications; governmental operations, including budgetary applications, treasury management and various other departmental requirements; principles and practices of administration, supervision and training; Housing Authority organization, operation, policies and objectives; applicable sections of federal, state and local codes and laws; technical aspects of field of specialty.
Ability to work independently with little direction; establish and maintain effective working relationships with others; meet schedules and time lines; plan, develop and direct programs; train, supervise and evaluate personnel; research data and prepare reports; interpret, apply and explain laws, codes, regulations, policies and procedures; analyze situations accurately and adopt an effective course of action; ability to coordinate, manage and direct varied activities; ability to concisely present ideas clearly and effectively; skill and ability to communicate effectively both orally and in writing; ability to meet with, explain, interpret, persuade and enlist the cooperation of others.
Minimum Requirements:
Graduation from an accredited college in Accounting, Business, or Public Administration -AND- five years of experience in the professional level experience and supervision of a full accounting and/or finance department whose budget exceeds $50 million including actual budget preparation, accounting and auditing experience; governmental budget preparation, accounting and auditing experience is preferred.
Special Requirements: Must possess a valid California “C” Driver's License.
