Position Summary
The Supportive Housing Program provides intensive housing case management, regular home visits, rental assistance and behavioral care to people living with HIV who are at risk for or experiencing homelessness, as well as persistent behavioral health and/or substance use issues. The Supportive Housing Program services clients across a multicounty region.
The Resident Services Specialist works in collaboration with the Supportive Housing Program care team who provide medical and non-medical case management, peer support, and behavioral health therapy to program clients. The Resident Services Specialist supports this team and the program by assisting clients with lease education, unit maintenance triage and coordination, and landlord communication, with the ultimate goal of helping the client maintain long-term housing stability and increased independent living skills. The Resident Services Specialist is responsible for establishing and maintaining professional relationships, set-aside units, and master leases with landlords, property managers, and community partners. To maintain these relationships, the position also works closely with clients to review lease paperwork, support lease understanding and compliance, collect rent and utility subsidy payments, and mediate tenant-landlord conflicts as needed. The Resident Services Specialist serves as the landlord liaison for program clients, providing a bridge of communication between the client and landlord to help increase client confidentiality and reduce a barrier for clients who may be unfamiliar with being on a lease, expectations for their tenancy, and how to appropriately communicate with their landlord and neighbors. This position triages client maintenance concerns, and then coordinates and schedules unit maintenance, cleaning, and lock changes with local vendors as needed. The Resident Services Specialist routinely travels to and inspects units for lease compliance, rent reasonableness, and maintenance concerns. This position helps model and teach appropriate boundaries and tenancy behavior to clients as needed, with a client-centered and trauma-informed approach.
Essential Functions and Responsibilities
Triage resident maintenance issues and either provide user education or coordinate repairs, depending on assessed cause of the issue
Support residents to understand and comply with lease and resolve issues that may threaten their housing stability
Work with landlords regarding concerns about unit or community issues related to client resident behavior
Schedule and coordinate all maintenance, cleaning, and lock change needs for each unit within a timely manner
· Travel to and inspect units for repair needs, lease compliance, habitability requirements, rent reasonableness, and after repair and maintenance issues have been completed and document satisfactory completion of repairs
· Complete all proper documentation required to lease apartment and at 12-month lease renewal / income recertification, including but not limited to: leasing paperwork, habitability inspection, rent reasonableness certification, and client payment agreements
Collect monthly rent subsidy payments from residents
Work with residents who are having difficulty paying rent to develop rent payment plans
Provide mediation support to help resolve tenant & landlord disputes, working with the housing program team, tenants, and property managers
Collaborate and build partnerships with diverse community partners consisting of landlords, property management companies, and local public housing authorities
Maintain and execute confidential information according to HIPAA standards
Coordinate multiple projects simultaneously in a high-pressure and time sensitive environment
Demonstrate ability to use computers and proficiency in Microsoft Office software
Possess a high level of tolerance, understanding, and comfort working with individuals who have substance use and behavioral health issues
Collaborate with Supportive Housing Program Manager to support the housing program goals and objectives
Collaborate with Supportive Housing Case Manager to support tenant compliance with all lease terms
Required Qualifications
Minimum 2 years of full-time relevant experience in property management/maintenance, working with vulnerable populations, and/or in supportive housing model
Minimum 2 years of lived or work experience with people experiencing substance use and/or mental health issues
Comfort with and ability to transport self to frequent home visits and unit inspections
Minimum 1 year of experience working with computers and applications such as Microsoft Office Suite
Minimum 1 year of experience with recordkeeping and working with confidential records
Ability to sit and stand for long periods of time
TB test (provided at agency)
Ability to pass agency criminal background check

Preferred Qualifications
Familiarity with supportive housing programs and specific populations served
Knowledge of apartment leasing process and basic home maintenance knowledge to be able to triage repair needs
Ability to develop and maintain professional working relationships and communication with community partners, vendors, property managers, stakeholders, and landlords effectively and professionally
Effective spokesperson – ability to negotiate and represent agency
Ability to be flexible and adaptable
Ability to independently problem-solve, evaluate, and prioritize projects and initiatives
Team player with strong verbal and written communication skills and motivation to support other team members
Physical Demands
While performing the duties of this job, the employee is required
· Repetitive use of hands such as grasping, twisting/turning of wrists, and finger dexterity necessary to perform various clerical duties, such as typing and writing.
· Frequent use of arms such as pushing and pulling to open and close drawers and cabinets
· Ability to sit or stand for extended periods of time at an assigned station
· Ability to bend, stand, and reach to be able to transport clients and to occasionally lift and carry up to 25 pounds (harm reduction kits, naloxone kits, testing and education materials)
· Continuous clarity of vision at 20 inches or less for processing of paperwork
