Position Summary
TheBehavioral Health Management team includes two managers. One holding an LPC licenseand providing supervision of LPC Interns. This position will providesupervision of LCSW Interns. The two managers work together to support the QMHPstaff and oversee the operation of the program.
TheBehavioral Health Manager (BH Manager) oversees the Behavioral Health Programand provides counseling services to people living with and at risk of HIV. TheBH Manager facilitates and supports internal and external coordination,collaboration, partnership, and quality improvement. This position overseesbilling and use of electronic health records and works to ensure that theservices and agency are following all State, Federal and local regulations. TheBH Manager is part of the Management team and works with the Directors Teammembers to accomplish agency, program, budget and equity goals. They willsupport and train the new staff and identify strategies to streamline the workof staff and to help stabilize the program during staff turnover. Thisposition provides clinical supervision to QMHPs. This position promotes theprograms’ use of interns and volunteers, resource development, and the creationof advisory councils. The BH Manager handles much of the day-to-dayinternal and external program management for all behavioral health programs.This person acts as a point of contact and oversees these services, especiallywith regard to the flow of information at the agency.
TheBehavioral Health Manager will maintain an active case load making up .60 - 0.75of their total FTE with manager-specific duties making up the remaining FTE.
TheCounseling Program provides fee-for-service psychotherapeutic services toclients living with HIV and those at risk; currently, about 50% of theCounseling Program clients are people living with HIV, 75% are members ofLGBTQ communities, 30% are members of trans and gender-diverse communities,and most are on Oregon Health Plan. Counselor program staff and interns will besupervised directly by the Behavioral Health Manager.

Graduatedegree (master’s or doctoral) in psychology, social work, counseling, familytherapy, or related behavioral health field.
Professionallicense LCSW, Licensed Psychologist
Abilityto provide clinical supervision of CSWA Interns
Trainingfor and experience with behavioral health clinical supervision, andqualifications to provide clinical supervision to program staff.
Abilityto become credentialed by the Coordinated Care Organization (CCO), and Divisionof Medical Assistance Programs (DMAP) as a Qualified Mental Health Professional(QMHP).
Knowledgeand experience of health insurance network participation, billing, and billingappeal process.
Knowledgeof relevant Oregon Revised Statues and Oregon Administrative Rules.
Demonstratea complex clinical understanding of how trauma affects individual, family andcommunity psychology.
Detailedunderstanding of Harm Reduction principles and ability to be receptive to learningand implementing them in all services provided to individuals, families, andgroups.
Knowledgeand ability to deconstruct social, political, and cultural stigmas associatedwith gender expression, sexual identity, substance use, and HIV status, as wellas other complex medical conditions.
Excellentcommunication skills.
Abilityto work in a high impact, dynamic environment and maintain a positive attitude.

Knowledgeof mental health treatment and related issues, including DSM-5 diagnosticcriteria.
Knowledgeof unique issues related to communities served by HIV Alliance, includingpeople living with HIV and those at risk of HIV (LGBTQ communities, peopleliving with HCV, and people who inject drugs)
Computerliteracy
