Position Summary

TheBehavioral Health Management team includes two managers. One holding an LPC licenseand providing supervision of LPC Interns. This position will providesupervision of LCSW Interns. The two managers work together to support the QMHPstaff and oversee the operation of the program.

TheBehavioral Health Manager (BH Manager) oversees the Behavioral Health Programand provides counseling services to people living with and at risk of HIV. TheBH Manager facilitates and supports internal and external coordination,collaboration, partnership, and quality improvement. This position overseesbilling and use of electronic health records and works to ensure that theservices and agency are following all State, Federal and local regulations. TheBH Manager is part of the Management team and works with the Directors Teammembers to accomplish agency, program, budget and equity goals. They willsupport and train the new staff and identify strategies to streamline the workof staff and to help stabilize the program during staff turnover. Thisposition provides clinical supervision to QMHPs. This position promotes theprograms’ use of interns and volunteers, resource development, and the creationof advisory councils. The BH Manager handles much of the day-to-dayinternal and external program management for all behavioral health programs.This person acts as a point of contact and oversees these services, especiallywith regard to the flow of information at the agency. 

TheBehavioral Health Manager will maintain an active case load making up .60 - 0.75of their total FTE with manager-specific duties making up the remaining FTE.

TheCounseling Program provides fee-for-service psychotherapeutic services toclients living with HIV and those at risk; currently, about 50% of theCounseling Program clients are people living with HIV, 75% are members ofLGBTQ communities, 30% are members of trans and gender-diverse communities,and most are on Oregon Health Plan. Counselor program staff and interns will besupervised directly by the Behavioral Health Manager.

Essential Functionsand Responsibilities

  • Provide leadership to further HIV Alliance’s mission, strategic objectives, core values and philosophy of harm reduction and team building approaches.
  • Clearly communicate HIV Alliance’s vision, values and mission to agency staff and stakeholders and implement strategies to mobilize corresponding planning and action.
  • Help ensure the flow of information and communication between the ED and direct service staff and managers
  • Provide timely responses to data, draft proposals, and identification of potential funding sources.
  • Ensure accurate data collection and timely report submission
  • Model and encourage a standard of professional conduct and work ethic to deliver the highest quality of services possible and ensure the good reputation of the agency
  • Serve as the manager on duty or on call as required, taking full responsibility for all aspects of agency operations during that time
  • Provide administrative and clinical supervision, training, problem-solving, and consultation to staff providing counseling
  • Ensure continued certification and/or licensure of staff
  • Review documentation to ensure quality of service and ensure compliance with relevant laws, regulations, and guidelines, including those concerning biopsychosocial assessments and Individual Services and Supports Plans.
  • Perform tasks necessary for continued maintenance of the program’s Oregon Health Authority Certificate of Approval, including attestations and audits,
  • Ensure continued network participation with Coordinated Care Organizations and other health insurance companies, as needed for sustainability
  • Stay abreast of changes to relevant Oregon Revised Statues and Oregon Administrative Rules, and ensure program’s continued compliance.
  • Attend Provider network and consortium meetings as relevant to the program.
  • Oversee billing, receipt, tracking, and problem-solving for fees expected and/or received
  • Oversee administration of, tracking of, and responses to outcome measures.
  • Manage electronic health record system, in collaboration with other agency departments
  • Collaborate with other departments within the agency
  • Communicate with other agencies to ensure continuous flow of referrals.
  • Ensure timely follow-up to referrals, and maintain and track waiting list.
  • Ensure timely release of information, referral and follow-ups, and coordination of care
  • Collaborate with agency’s management team to develop and schedule trainings for agency staff required for COA
  • Ensure that grant-funded activities are in compliance
  • Recruit, select, orient, train, supervise, evaluate, and advise student intern providers

CounselingService

  • Conduct and document comprehensive biopsychosocial assessments.
  • Develop Individual Services and Support Plan (ISSP) in collaboration with clients.
  • Provide individual, family, or group psychotherapy within the scope of education and training.
  • Maintain confidentiality and records in compliance with CFR 42, HIPAA and HIVA policies and standards.
  • Serve as a client advocate and collaborate with other providers and staff in helping clients get access to government benefits, services, and healthcare as needed.
  • Administer outcome measuring tools.
  • Assist with client crises.
  • Use electronic and paper health records.
  • Refer clients to other psychiatry, behavioral health, substance use, or dual diagnosis programs as appropriate

Equityand Quality

  • Support and champion the development and implementation of program equity goals and ensuring the programs are engaged with agency-wide equity goals
  • Ensure tracking of data necessary to monitor progress toward equity goals and to identify disparities in care
  • Identify training and provide equity focused and culturally responsive supervision
  • Respond to staff input regarding equity, diversity and inclusion and communicate their input to the Directors Team
  • Soliciting patient feedback on a regular basis and using that feedback in ongoing program development and evaluation
  • Keeping meaningful data concerning services and using that data in ongoing program development and evaluation
  • Creating an Advisory Council of community members and organizations for each program
  • Having consistent written policies and procedures

RequiredQualifications

Graduatedegree (master’s or doctoral) in psychology, social work, counseling, familytherapy, or related behavioral health field.

Professionallicense LCSW, Licensed Psychologist

Abilityto provide clinical supervision of CSWA Interns

Trainingfor and experience with behavioral health clinical supervision, andqualifications to provide clinical supervision to program staff.

Abilityto become credentialed by the Coordinated Care Organization (CCO), and Divisionof Medical Assistance Programs (DMAP) as a Qualified Mental Health Professional(QMHP).

Knowledgeand experience of health insurance network participation, billing, and billingappeal process.

Knowledgeof relevant Oregon Revised Statues and Oregon Administrative Rules.

Demonstratea complex clinical understanding of how trauma affects individual, family andcommunity psychology.

Detailedunderstanding of Harm Reduction principles and ability to be receptive to learningand implementing them in all services provided to individuals, families, andgroups.

Knowledgeand ability to deconstruct social, political, and cultural stigmas associatedwith gender expression, sexual identity, substance use, and HIV status, as wellas other complex medical conditions.

Excellentcommunication skills.

Abilityto work in a high impact, dynamic environment and maintain a positive attitude.

Alignmentwith HIV Alliance values.

Abilityto identify areas of improvement and work on collaborative problem solving.

Abilityto develop concise treatment plans, notes and progress records.

Knowledgeof unique issues related to communities served by HIV Alliance, includingpeople living with HIV and those at risk of HIV (LGBTQ communities, peopleliving with HCV, and people who inject drugs)
