Oversees and administers central office business operations for large and complex departments. This position provides direct support and serves as an operational advisor and process manager on behalf of departmental leadership in multiple business operations areas such as administrative services, accounting, budgeting, facilities and space planning, policy interpretation, records management, time and labor, technology and fixed asset management.

1. Working with management, plans and monitors departmental budget needs by analyzing program plans on both a short and long-term basis including preparing projections. Designs and prepares financial reports setting forth progress, adverse trends and appropriate recommendations and conclusions.
2. Administers and audits the budget process and manages department financial . Collaborates with management to monitor, verify and reconcile expenditures of budgeted funds, prepares financial reports reflecting status of programs and activities and ensures compliance with HISD policies and procedures.
3. Oversees and coordinates with facilities including buildings, grounds, routine maintenance, safety, and fixed assets. Manages business operations and administrative improvement initiatives. Researches and implements best practices. Leads and coordinates projects and facilities installation of new district wide operating systems.
4. Conducts research and analysis and prepares a variety of reports, including recommendations on matters of significance to business operations for management decision making.
5. Advises and recommends solutions to various business related requests, questions, and concerns.
6. Performs other job-related duties as assigned.

Work Leadership. Regularly provides project management or team leadership to a group of two or more employees, but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of same duties they are leading.
Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.
Analyzes and interprets data and figures.
Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.
Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.
Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.
Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD's policies and guidelines.
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.Ability to carry and/or lift less than 15 pounds.
