Hennepin County is Hiring a Hennepin Health Chief Financial Officer Near Minneapolis, MN

Your finance training and skills are needed to transform the health care system! Hennepin Health is seeking a Chief Financial Officer to lead its accounting, budgeting, actuarial, revenue forecasting, and financial analysis and reporting functions. Hennepin Health uses financial incentives to improve care for some of the most socially and medically vulnerable citizens. The Chief Financial Officer will also play a critical role in the leadership of Hennepin Health's unique financial and care delivery model, blending traditional health plan finance with financial constructs that support innovation designed to achieve delivery system reform and better outcomes for the citizens of Hennepin County. Hennepin Health is an award-winning, nationally recognized managed care program that serves Hennepin County residents ages 0 to 64 who are eligible for Medical Assistance (Medicaid) or MinnesotaCare. Hennepin Health operates an accountable care model that brings together Hennepin Health, Hennepin Health Care Systems, NorthPoint Health and Wellness Center, and the Human Services and Public Health Department of Hennepin County. Hennepin Health takes an integrative approach to health care by considering a member's medical, behavioral health, and social service needs and integrates its work with other critical services offered by Hennepin County.

Location and hours:This position is hybrid and may be performed on-site at the Human Services Building located at 525 Portland Avenue, Minneapolis, Minnesota 55415 and remote as job duties require. Work hours will generally be Monday through Friday, between the hours of 8 a.m. – 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
  • Direct financial planning and operations of the health plan and develop financial objectives and strategies in cooperation with other entities in the accountable care model.
  • Prepare annual operating budget, monitor and analyze financial performance, report results, recommend strategies to enhance the delivery of high-quality, cost-effective health services.
  • Design and execute Hennepin Health's accountable care funding model, employing creative and innovative thinking to align health plan, provider, and county financial incentives.
  • Assure proper accounting and financial filings for the health plan to meet all statutory and regulatory requirements using Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Department of Commerce, and other external reporting deliverables in compliance with regulatory rules and regulations.
  • Direct contracted actuarial work for financial risk analysis, price bid submission, pricing of products and contracts, and development of incurred but not reported (IBNR) financial analysis.
  • Present executive reports on financial performance of Hennepin Health to the County Board, Executive Team, and Accountable Care Organization (ACO) partners and external stakeholders.
  • Lead the reporting process related to financial regulatory audits and respond to related requests from regulators and auditors.
  • Participate on Hennepin Health's Executive Team to determine strategic direction for business growth, change, and operations.
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have: 
  • One of the following:
    • Bachelor's degree in one of the below fields and five or more years of experience as an accountant, auditor or financial analyst, two of which are managerial or supervisory.
    • Master's degree or higher in accounting, business administration with an emphasis in accounting, or finance, and four or more years of experience as an accountant, auditor or financial analyst, two of which are managerial or supervisory.
Nice to have:
  • Experience:
    • Working in or partnering with a health plan or health maintenance organization.
    • Preparing, managing, and monitoring a complex annual operating budget.
    • In health care payment and/or delivery system reform, especially accountable care or value-based purchasing models.
    • Or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
    • Creating a strategic growth plan that includes a wholistic perspective of the health care system beyond the traditional role of a health plan.
  • In-depth knowledge of accounting, financial management, auditing, and actuarial principles and practices relating to health care.
  • Knowledge of federal and state regulations relating to managed care government programs, including GAAP and reporting, solvency, and actuarial rules promulgated by the Minnesota Departments of Health, Human Services, and Commerce.
  • Dedication to the mission of Hennepin Health and to improving care for safety net populations.
  • Ability to:
    • Lead cross-functional and organizational teams and experience leading financial staff in the creation of mission-driven, high performing cultures.
    • Respond quickly to a variety of inquiries that span all operations such as finance, service, actuarial, product, tax, compliance, and technology topics.
