Health, Department of is Hiring a Health Program Director 1 - 47020 Near Albany, NY

Eleven years of professional experience, of which two years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization. A bachelor’s degree may substitute for four years of the general professional experience.
Preferred Qualifications: Experience in the development of initiatives, policies, and/or regulations in a health care facility or for a health care organization, including experience at a managerial level. Highly skilled professional with excellent organizational and forward-thinking skills. Experience in the field of Aging is critical along with excellent written and verbal communication skills. Position requires a demonstrated ability to successfully manage multiple priorities and assist in the direction of the work of approximately 35 staff.

Duties Description
Those needing long-term services and supports depend on the direct care workforce-Personal Care Aides, Home Health Aides and Certified Nurse Aides- who provide the majority of the personal care and assistance for the population in need. The Director of this Center will be directly responsible to:
  • Provide direction and oversight for the Center for Long-Term Care Workforce, Training and Quality Initiatives, a team of 40 FTEs including the bureau of professional credentialing and training programs, the nursing home safe staffing and evaluation program and the bureau of workforce training and quality initiatives.
  • Supervise and oversee a multitude of initiatives that will support a robust quality driven long-term care (LTC) workforce through policy development and implementation, review and updates to existing programs, including those required under federal and state law and regulations which are critical to support the needs of the long-term care recipients.
  • Oversee Direct Caregiver Flexibility activities, inclusive of any/all related contractual requirements.
  • Use data and research for the sustainability and expansion of the workforce, particularly in underserved communities and settings.
  • Oversee the design, implementation, evaluation, and monitoring of new programs to support growth in the long-term care workforce.
  • Provide technical support and subject matter expertise on workforce innovation activities under other OALTC and State initiatives.
  • Assist with the review and drafting of new/revised regulations to be implemented and administered by the Center for Workforce, Training and Quality Initiatives.
  • Represent OALTC as the subject matter expert on reporting and mapping trends, projections, and strategies necessary to enhance and stabilize New York’s LTC workforce, and
  • Other relevant duties as assigned, including participation in meetings and workgroups with cross agency partners and internal/external stakeholders associated with Workforce, Training and Quality Initiatives.

  • For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
