POSITION DETAILS

Medgar Evers College (MEC), a nationally recognized leader in urban-serving education, is one of twenty-five colleges within the dynamic City University New York (CUNY) System. Named for the late civil rights leader, Medgar Wiley Evers (1925-1963), the College's mission is to develop and maintain high quality, professional, career-oriented undergraduate degree programs in the context of liberal education.

The Executive Director of Human Resources and Labor Designee is charged with developing and implementing strategic human resource goals and objectives to improve customer service and organizational effectiveness, aligning those goals with the overall College strategic plan and mission. As Labor Designee, this position also directs College Labor Relations functions requiring the highest degree of confidentiality, skill, sound judgement and attention to detail.

Reporting to the College President, the Executive Director will lead and manage the College's human resources department in accordance with the policies, procedures, and practices of the University and in compliance with all applicable laws. Further areas of responsibility include recruitment, benefits, payroll, time and leave, human resources information systems, employee relations, engagement and development.

  • Provide advice and guidance to managers and staff on broad array of human resource matters including recruitment, leave, benefits, compensation, disciplinary and employee relations, performance reviews, and employee development.

  • Plan and implement professional development and employee relations programs that help the college improve service and increase employee engagement.

  • Design and develop innovative practices to improve effectiveness and customer service by utilizing technology and efficient business processes.

  • Leverage the human resources web page as a robust, user-friendly communication tool.

  • Lead efforts to enhance customer service by creating, writing, and disseminating College-wide HR policies, procedures and practices in all functional areas of human resources.

  • Provide training for managers and staff on the full use of College's human resource information technology.

  • Direct the preparation of human resource information reports in response to requests from College or CUNY leadership, using data from human resource information systems and other resources as needed.

  • Provide support for inclusion and diversity initiatives.

  • Develop, lead, and mentor HR staff, creating an office that is a model of customer service, competency, and innovation.

  • Develop effective and strategic relationships with internal and external stakeholders.

  • Serve on HEO screening committee which recommends appointments, job reclassifications, and merit increases for administrative staff to the President.

  • Consult and collaborate with Legal Affairs and the Office of Diversity on legal and diversity matters, including compliance with federal, state, and local laws, and adherence to CUNY policies. Partner with those offices on training programs, investigations, reports and information requests.

  • Co-chair Workplace Violence Committee with Legal, and serve on Senior Leadership Committee and other college and CUNY Committees as needed.

  • Investigate and respond to employee workplace complaints or concerns, working with managers to resolve where feasible. Exercise good judgment to elevate and refer issues appropriately and in a timely manner.

  • Direct the preparation and represent the College in Step 1 and Step 2 disciplinary actions and grievances for both Classified & PSC staff.

  • Represents the College at grievances, hearings and disciplinary proceedings

  • Writes labor/legal related briefs, settlement agreements, charges and decisions

  • Responds to policy and procedural inquiries from a wide variety of College officials, including Vice Presidents, Deans and Department Chairs

  • Responds to a variety of requests, such as employment discrimination complaints from the Equal Employment Opportunity Commission (EEOC) and the New York State Division of Human Rights

  • Works with union representatives and management to address labor issues and counsel supervisors on decisions

  • Serves as liaison to the Office of the Vice Chancellor for Labor Relations, Office of the Vice Chancellor for Human Resources Management and the Office of the General Counsel

  • Perform other related tasks as identified by the College President

QUALIFICATIONS

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.

Preferred Qualifications


  • Eight (8) years of full-time, progressively responsible experience in human resources administration, including managerial oversight of programs and services and in supervision of employees.

  • CUNY HR or general higher education HR experience.

  • Master's degree in Human Resource Management, Public, Higher Education or Business Administration or a related field; SHRM-CP/SHRM-SCP certification.

  • High proficiency with HR information systems (e.g. CUNYFirst, Oracle, PeopleSoft, Payserv) and proficiency in MS Office.

  • Knowledge of relevant New York State and Federal employment laws and regulations and compliance requirements related to public sector employees, benefits, and employment-related immigration matters.

  • Experience working in a unionized environment with multiple collective bargaining agreements

  • Exceptional oral and written communication, consultative, collaborative and organizational skills.

COMPENSATION AND BENEFITS

Salary commensurate with education and experience.

$150,000 - $163,165
