Hays County is Hiring a Financial Analyst I Near San Marcos, TX

Under general supervision, the Financial Analyst I for the County Treasurer’s Office performs technical administrative and professional financial duties. Assists with account analysis of all County accounts and funds in accordance with Federal, State, and Local Government laws and policies, General Accepted Account Principles (GAAP), and county policies and procedures. The Financial Analyst I assists with the collection, analyzation, researching and documentation of financial data for reporting. The work involves treating a variety of situations in conformance with established criteria. The work product affects the operation of the County’s financial management and budget. This position affects the economic wellbeing of Hays County.

Individuals in this position serve at the pleasure of the current elected official.
  • Assists with the preparation of specialized financial reports by assisting in the preparation of periodic internal and external financial documents, supporting schedules, and financial reports.
  • Assists in tracking financial data for state reporting to ensure proper accounting and compliance.
  • Recommends appropriate financial transaction revisions to the Treasury Services Manager.
  • Assists the Treasury Services Manager as needed by providing information, reports and records as requested.
  • Assists with training of County personnel for account procedures as necessitated.
  • Monitors all account activity daily for all Hays County bank accounts, monitoring transactions and reporting any suspicious activity to the Treasury Services Manager.
  • Follows established bookkeeping procedures and standards to perform Justice of the Peace bank reconciliations.
  • Follows established procedures and standards to assist Justice of the Peace Clerks with decision-making situations (clerical errors, voiding receipts, NSF checks, etc.).
  • Balances the fee collection reports of the six Justices of the Peace, County Clerk, District Clerk, Adult Probation, Juvenile Probation, Development Services, Countywide Operations, and Transportation Department.
  • Assists Internal, External, and State Auditor’s with documentation, support, explanation, and other materials deemed necessary for audit purposes.
  • Maintains a working relationship with the Internal Auditor, Justice of the Peace, District Clerk, County Clerk, Adult Probation, and various county offices.
  • Prepares and submits daily report for all fees and fines collected countywide.
  • Stays up to date and informed on legislative changes pertaining to all State fees processed by the Hays County court system.
  • Creates and maintains a working excel spreadsheet for support and accurate calculations for civil and criminal state quarterly reports.
  • Prepares and submits civil and criminal state quarterly reports to State Comptroller of Public Accounts.
  • Prepares and submits Child Safety state fee report to State Comptroller of Public Accounts.
  • Prepares and submits Sexual Assault/ Substance Abuse state fee report to State Comptroller of Public Accounts.
  • Prepares and submits Victims of Crime Auxiliary state report to State Comptroller of Public Accounts.
  • Prepares and submits Restitution state fee report for Texas Attorney General Office.
  • Prepares and submits Appellate Court state fee report for Clerk of the 3rd Court of Appeals.
  • Prepares and submits Juror Reimbursement request to the Comptroller’s Judiciary Section.
  • Prepares and submits Family Violence Fee report for the Hays/Caldwell Women’s Center. 
  • Prepares and submits the Drug Court Program state report for the State Comptroller of Public Accounts,
  • Other assignments as assigned.
  • Assures the services delivered meet quality and timeliness standards.
  • Communicates all changes and problems to supervisor.
  • Requires Associates Degree in Accounting or equivalent. (Bachelor’s degree preferred.)
Requires two years full-time experience in office/clerical, bookkeeping or related work or any equivalent combination of experience and training
  • Bilingual preferred. (Spanish and English)
  • Valid Class C Texas Driver's License
