What you will do for Harris County Precinct 4 (HCP4)  

Harris County Precinct 4 seeks an experienced Sports Manager. Under the direction of the Director of Parks, the Sports Manager oversees and manages Precinct 4’s concessionaire program which includes multiple contracts with sports leagues, and precinct partnerships. The Sports Manager will be responsible for gaining in-depth knowledge of multiple contracts, ensuring contract terms and conditions are met, and maintaining effective relationships with concessionaires and Precinct 4 staff.

Job Duties and Responsibilities:

The duties listed below are intended only as illustrations of the various types of work that may be performed. 
  • Management of the Precinct 4 Concessionaire Program which includes multiple contracts with sports leagues and other precinct partners.
  • Ensures implementation of Precinct 4 standards, and quality control measures that support equitable delivery of the very best in recreation opportunities to all precinct constituents.
  • Builds and maintains effective relationships with concessionaires, precinct partners and precinct staff.
  • Routinely performs site visits at contracted locations throughout the entire precinct. Walks entire site and shares observations with concessionaires, and precinct staff.
  • Routinely attends after-hour games, tournaments, and events to observe operations and monitor contract compliance.
  • Addresses safety related, and other concerns within an appropriate timeframe.
  • Performs annual evaluations of concessionaire operations, submits reports to precinct staff, and reviews evaluation reports with concessionaires.
  • Creates and maintains accurate records of all concessionaire agreements in a shared database including all contract-related correspondence, documentation, financial statements, and other relative information.
  • Submits concessionaire program reports as required.
  • Staff lead in support of expanding and improving the concessionaire program and identifying potential partners.
  • Serves as the point of contact for concessionaires. Addresses concessionaire inquiries in a timely manner.
  • Staff lead in support of addressing contract-related issues.
  • Supports the precincts reservation programs, and other precinct initiatives as needed.
  • Keeps on-site park managers informed of contract status and ensures park managers are aware of contract terms and conditions for concessionaires operating at their specific parks.
  • Attends concessionaire and/or sports league board meetings as needed.

Education and Experience:

  • Bachelor’s degree in Parks & Recreation Management, Recreation and Leisure Services, Public Administration or a related field from an accredited college or university. 

  • Two (2) years of progressively responsible supervisory or management experience in parks and recreation programs and/or operations 

OR

  • High school diploma or G.E.D. equivalent

  • Seven (7) years of supervisory or management experience in Parks, Recreation and Cultural Resources

  • Three (3) years of experience in managing sports programs

Licensure:

  • Valid Texas driver’s license with a good driving record. 

Knowledge, Skills and Abilities:
  • Extensive experience in the field of Parks, Recreation and Cultural Resources.
  • Knowledgeable of recreational sports programming methods and practices.
  • Knowledge of sports field equipment, and turf maintenance practices.
  • General knowledge of sports facility maintenance and safety practices.
  • Ability to effectively oversee multiple groups that operate independently and at various locations.
  • Ability to enforce contract terms, and successfully resolve conflicts in a professional manner.
  • Proficient in the use of computers, Microsoft Office products, and office equipment.
  • Excellent time management skills, strong problem solving and analytical skills, and well-developed organizational skills.
  • Ability to maintain the highest standards of ethical behavior, exercising honesty, integrity, respect, confidentiality, and fairness to all.
  • Ability to successfully achieve program goals in a semi-autonomous workplace environment.
  • Ability to manage multiple projects concurrently.
  • Strong written and verbal communications skills.
  • Strong organizational skills and attention to detail.
  • Safe driving record, and the ability to safely drive long distances and on busy roads.

Knowledge:
  • Experience in overseeing sports league concessionaire agreements and/or third-party contracts for a municipality or other public sector organization. (preferred)
  • Experience in sports league operations, including but not limited to registration, fundraising, practice, games, tournaments, and concession stands. (preferred)
  • Knowledge of Active Net parks and recreation management software. (preferred)
Language:
  • Bilingual fluency (preferred)

Work Environment and Physical Demands:

  • This position requires a significant amount of time outdoors and exposure to a variety of environmental and extreme weather conditions. This position also requires traveling to parks located throughout the precinct and at long distances. The ability to work outdoors during all seasons and to drive safely is essential. The ability to operate standard office equipment and software platforms is required.
  • Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted, 100 pounds with assistance rarely; carrying tools, materials, and equipment over rough terrain; climbing, reaching, and bending. Frequently to walk, sit, talk, drive, hear, bend, stoop, twist, and balance.
