About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.  

What you will do at Harris County Flood Control District:

Harris County Flood Control District (District) is seeking a qualified candidate for the role of Flood Resilience Manager

Reporting to the Chief Resilience Officer, the Flood Resilience Manager will support and assist the Chief Resilience Officer (CRO) in advancing the District’s mission, goals, and objectives related to resilience. The candidate will also represent the District in coordination with the other Resilience team members and other District teams by delivering accurate and quality information, engaging the public and key stakeholders in activities that promote fair, fast, equitable, and smart science-based solutions to flooding and other flood- and infrastructure-related resilience issues with an overarching aim of increasing the region’s overall resilience to disasters and creating the County's first "Flood Resilience Plan." 
Essential Duties and Responsibilities:
  • Lead strategic planning, vision development, program and project development and management, and coordination of outreach and public engagement initiatives.
  • Identify plans/projects, develop scopes of work and budgets, and manage projects as necessary to support both the Harris County Infrastructure Resilience Team (IRT) and the District.
  • Support and assist the CRO in managing a multi-disciplinary and diverse team to develop, execute, and manage flood resilience efforts across the County.
  • Lead and/or assist in managing large consultant and contractor teams in managing scope, budgets, schedules, and reviewing invoices, and tracking milestones.
  • Assist and manage stakeholder coordination with internal, external, and community stakeholders.
  • Identify, initiate, plan, and develop opportunities to advance and integrate resilience in ongoing District projects and across various County initiatives.
  • Initiate and conduct independent research/case study reviews and best practices on various topics.
  • Initiate and perform basic to complex analysis of specified data, make projections, and/or impact/feasibility evaluations.
  • Support the CRO in pursuing partnership funding and grants in coordination with the Chief Partnership and Programs Officer at the local, state, and federal levels to implement priority initiatives.
  • Understand and enhance coordination of flood resilience initiatives with climate hazards, including but not limited to extreme heat, drought, flood, wildfires, and sea level rise, support the development of a Climate Resilience Initiative for the District.
  • Plan and facilitate meetings (some evenings and weekends required), and develop program documents, such as, plans, guidelines, community analysis reports, progress reports, plan performance assessments, informational briefs, webpage or social media content, conceptual visualizations, posters, presentations, and/or educational materials.
  • Liaison responsibilities include but are not limited to:
  • Representing the District at the Harris County Community Flood Resilience Task Force (CFRTF) and public meetings.
  • Coordinating the District’s departmental reporting to the IRT and CFRTF.
  • Leveraging the District’s resources to assist in IRT initiatives, as requested.
  • Assist with disaster recovery efforts, as directed, when the County is impacted by a large-scale event.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education & Experience:

  • Master’s degree from an accredited college or university in urban infrastructure planning, public administration, water resource management/modeling, engineering, or a closely related field 
  • Three (3) years of relevant experience in public works, urban infrastructure planning, public administration, water resource management/modeling, engineering, or a closely related field 

OR

  • Bachelor’s degree from an accredited college or university in urban infrastructure planning, public administration, water resource management/modeling, engineering, or a closely related field 
  • Seven (7) years of relevant experience in public works, urban infrastructure planning, public administration, water resource management/modeling, engineering, or a closely related field 

Equivalent experience and evidence of exceptional ability, area of specialization or closely related fields of study may substitute for education on a year-for-year basis.

Licensure:
  • Valid Class "C" Texas Driver’s License

Knowledge Skills, and Abilities:
  • Strong skills using Microsoft Office applications (Outlook, Word, Excel, and Access).
  • Strong program and project development and management skills, including using project management tools and systems.
  • Requires knowledge/understanding of Federal, State, and local legal frameworks related to drainage and floodplain management, urban planning, and community development.
  • Requires excellent analytical skills in applying guidelines, policies, and precedents and in adapting standard methods to fit facts and conditions.
  • Requires excellent verbal and written communication skills, including presentation, grammar, and writing skills.
  • Requires excellent organizational and managerial skills.
  • Requires excellent diagnostic and troubleshooting skills to solve work problems and advise on technical questions and/or difficult work solutions.
  • Familiarity with ESRI GIS, specifically ArcGIS Desktop, or related software (e.g., QGIS).
  • Possess strong program/project manager skills, technical/analytical skills, sound judgment with an interest in measuring the socio- economic performance of infrastructure systems.
  • Demonstrate ability to:
  • Be a self-starter; work well independently and as a team; assume ownership in completing assigned tasks.Exemplify professional manner in all circumstances.
  • Protect and maintain confidential information.
  • Synthesize and present complex information about public works systems that can be understood by non-technical audiences. Develop a working knowledge of the shared IRT project portfolio.
  • Effectively lead, collaborate with, communicate with, and establish effective working relationships with coworkers, the public, contractors, industry, and/or governmental representatives.
  • Utilize good time management skills and effectively prioritize and schedule multiple tasks/initiatives. Must work well under changing and multiple deadlines.
  • Work well in an office team environment.
  • Work well under pressure, adhering to strict deadlines and accuracy/quality standards.
  • Effectively prioritize, identify, and solve problems.

Education:
  • Master’s degree from an accredited college or university in water resources management/engineering, urban infrastructure planning, public administration, civil engineering, or a closely related field (preferred)
Experience:
  • Experience with municipal planning and/or local government. (preferred) 
  • Experience creating community plans, including but not limited to drainage plans, municipal comprehensive plans, infrastructure-related plans, hazard mitigation plans, and special purpose plans. (preferred) 
  • Experience in community and stakeholder engagement, multi-disciplinary coordination and developing infrastructure performance metrics, and/or managing large budgets, long project time frames, and broad scopes. (preferred) 
  • Experience with advanced features of ArcGIS Desktop, ESRI GIS software, and/or Adobe Suite. (preferred) 
  • Experience developing standards and/or performance metrics for plans, projects, and programs.  (preferred) 
  • Experience with quantifying/qualifying long-term project benefits to local communities. (preferred)
Certification:
  • Professional Engineer (PE) Registration (State of Texas) or Engineer in Training (EIT) certification (State of Texas)  (preferred) 
  • Floodplain Manager (CFM) certification  (preferred) 
  • Project Management Professional (PMP) certification (preferred) 
  • Planning certification (AICP) (preferred)
Language:
  • Bi-lingual skills in English/Spanish (preferred)
