• Lead strategic planning, vision development, program and project development and management, and coordination of outreach and public engagement initiatives.
• Identify plans/projects, develop scopes of work and budgets, and manage projects as necessary to support both the Harris County Infrastructure Resilience Team (IRT) and the District.
• Support and assist the CRO in managing a multi-disciplinary and diverse team to develop, execute, and manage flood resilience efforts across the County.
• Lead and/or assist in managing large consultant and contractor teams in managing scope, budgets, schedules, and reviewing invoices, and tracking milestones.
• Assist and manage stakeholder coordination with internal, external, and community stakeholders.
• Identify, initiate, plan, and develop opportunities to advance and integrate resilience in ongoing District projects and across various County initiatives.
• Initiate and conduct independent research/case study reviews and best practices on various topics.
• Initiate and perform basic to complex analysis of specified data, make projections, and/or impact/feasibility evaluations.
• Support the CRO in pursuing partnership funding and grants in coordination with the Chief Partnership and Programs Officer at the local, state, and federal levels to implement priority initiatives.
• Understand and enhance coordination of flood resilience initiatives with climate hazards, including but not limited to extreme heat, drought, flood, wildfires, and sea level rise, support the development of a Climate Resilience Initiative for the District.
• Plan and facilitate meetings (some evenings and weekends required), and develop program documents, such as, plans, guidelines, community analysis reports, progress reports, plan performance assessments, informational briefs, webpage or social media content, conceptual visualizations, posters, presentations, and/or educational materials.
• Liaison responsibilities include but are not limited to:
• Representing the District at the Harris County Community Flood Resilience Task Force (CFRTF) and public meetings.
• Coordinating the District’s departmental reporting to the IRT and CFRTF.
• Leveraging the District’s resources to assist in IRT initiatives, as requested.
• Assist with disaster recovery efforts, as directed, when the County is impacted by a large-scale event.
• Perform other duties that may be added or changed as the course and scope of the job directs.
