Harris County is Hiring a Contract Specialist Near Houston, TX

Position Overview:

The Contracts Specialist position is responsible for processing and tracking workflows around contracts and subcontracts across diverse project types within Harris County from the initial draft through the completion of the project execution phase. The position will report to the Division Leadership for the relevant service line duties.

Job Duties:

  • Process contract drafts and track responsibility for legal and commercial review of subcontracts (including services agreements and purchase orders).
  • Track, organize, and save documents in appropriate file locations.
  • Assist with populating contract templates with appropriate project and third-party information and distributing them to internal stakeholders and third-party partners for their review and comment.
  • Evaluate compliance with contractual terms and support project operations and legal personnel as needed for contract interpretation, notices, and change orders.
  • Review and verify terms of certificates of insurance received from subcontractors and other third parties.
  • Perform special projects and complete other duties as assigned or requested.
  • Review, evaluate, and approve specifications for issuing and awarding bids.
  • Review purchase order claims and contracts for conformance to County policy.
  • Resolve vendor or contractor grievances and claims against suppliers.
  • Administer online purchasing systems, as needed.
  • Analyze market and delivery systems to assess present and future material availability.
  • Participate in the development of specifications for equipment, products, or substitute materials.
  • Prepare reports regarding market conditions and merchandise costs.
  • Perform all other duties as assigned.

Education:

  • Bachelor's Degree from an accredited college or university.

Experience:

  • Minimum of 5 years of experience in contracts management within the government, construction, Procurement, Engineering, or services industry.
  • Proficient in handling both contracts and subcontracts management.

Knowledge, Skill & Abilities (KSAs):

  • Exceptional written and oral communication skills.
  • Advanced interpersonal skills with a proven track record in conflict resolution, capable of professionally managing interactions with a diverse array of individuals within a multifaceted organization.
  • Proficient in interpreting construction documents and engineering analyses.
  • Flexible and adaptable to changing priorities, tasks, and timelines effectively.

Licensure:

  • Possession of a valid Texas driver's license with the capability to operate a county vehicle for site visits as required.

Education:

  • Master’s degree in business, public policy, or public administration or another related field preferred.

Experience:

  • Experience with Contract Management software, Project Controls, e-Builder, or other Project Management Software. •Working knowledge of Harris County Regulations, Standards, and Details.
  • Experience coordinating with external agencies.

SALARY:

Commensurate with experience, based on 26 pay periods.

LOCATION:

1111 Fannin, WORK HOURS/SHIFT: M-F, Subject to early mornings, evenings, weekends & holidays as needed.

PHYSICAL REQUIREMENTS:

This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.

Employment is contingent upon passing a background check.
