Nature of Work
Starting salary to include:
~11% contribution to Maryland State Retirement Pension
~$7000 contribution to Retirement Health Savings
Under general supervision, handles the installation, maintenance, and repair of Harford County’s Public Safety/Public Service communications and Telecommunications systems. These systems include wireless voice and data systems, pagers, and other electronics used by public safety/public service personnel. Employees in the class work a set shift, but are on call 24 hours a day for emergencies and participate in a rotational on-call schedule. Work in this class is periodically stressful in nature.

Examples of Duties
(The following examples illustrate the work performed in the position in the class. Position may require some or all of these examples depending on the organization of work being done. This list is not inclusive. A position may require related duties not listed, if necessary, to accomplish the work of the department.)
  • Operates various equipment and devices needed to perform maintenance and repair of mobile and portable radio, electronic systems, equipment and components.
  • Assist with inventory of all radio equipment and accessories used in the Public Safety/Public Service Radio System.
  • Create and update work tickets for repair of all radio equipment and issuing of equipment and accessories.
  • Support and maintain dispatch console equipment.
  • Identifies technical issues with radio communications experienced by users throughout the government agency.
  • Identifies technical failures on radio subscriber and infrastructure equipment. Works independently to address/fix the failures.
  • Maintains accurate equipment maintenance records to facilitate preventative maintenance and to ensure compliance with manufacturer requirements.
  • Works with staff and communications system manufacturers to resolve complex system problems or outages.
  • Maintains programming equipment to program portable and mobile Public Safety/Public Service radios.
  • Installation and/or removal of Public Safety/Public Service mobile radios and base stations with Public Safety/Public Service users.
  • Performs routine tower site inspections and assists with or coordinates repairs.
Minimum Qualification Requirements
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Thorough knowledge of the Public Safety/Public Service Radio system and its components, including the operation of telephone, wireless radio transmissions, digital pagers, and cellular telephones; of the locations of Fire/Ambulance agencies, police agencies, remote tower sites and other public safety related organizations.
  • Knowledge of programming of portable and mobile radio equipment.
  • Good knowledge of, or the ability to learn, streets and landmarks of Harford County; of relevant rules and regulations, policies and procedures; of planning, organizing, and problem-solving techniques; of spelling and grammar.
  • Good mechanical knowledge or ability to supervise, direct, or assist vendors with the installation or removal of components of the Public Safety/Public Service Radio System; to communicate effectively and proficiently with vendors, employees, and users of the Public Safety/Public Service Radio System;
  • basic knowledge of automotive electrical systems;
  • knowledge of the day-to-day operations of the dispatch center as it applies to use of equipment in the Public Safety/Public Service Radio System; to adapt to change in work conditions, such as emergency call-outs.
  • Proficient in the use of computers and software including Microsoft Outlook, Excel, Word, as well as applications used in the programming of communications equipment such as Motorola CPS, Pager software, and other related items.
EDUCATION:
Possession of a high school or vocational school diploma or GED Certificate recognized by the Maryland Board of Education.
EXPERIENCE:
Three (3) years in the installation, repair, and/or maintenance of wireless communications systems, preferably in a public safety environment. Other experience with programming or supporting public safety equipment, such as radio, pagers, and operating communications-related computer equipment also applies.
LICENSE:
Possession of a valid Class “C” non-commercial driver’s license with no more than three (3) points. Please be advised this position requires a valid Class “C” driver’s license. SAFETY:
Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
Notes
Additional education or training in a related field may be substituted for the experience requirement on a year-for-year basis, up to two (2) years.
Selected candidate is subject to random drug and alcohol screening.
WORKING CONDITIONS:
Candidate must be available for emergency response and may work in an office or field setting.
Duties may require bending, stooping, working in a confined space, and lifting. Some conditions may involve adverse weather or may be deemed as hazardous.
This position is classified as a critical employee and employee is on call 24/7 for emergency situations.
