POSITION GOAL

The HACAP Property Manager will be responsible for the property management of 2 complexes located on 2nd Ave SE in Cedar Rapids, IA. The position will collaborate with tenants, applicants, community partners and the neighborhood to make the complexes a safe and affordable home for its residents and the community. This role will be providing on site property management at least 30 hours per week at 1500 2nd Ave SE. The position will work with HACAP’s property management team and support staff in supporting the department and agency’s strategic initiative of “affordable housing for all”.

SCHEDULE AND WAGE

Monday - Friday 8:00 am - 5:00 pm (some off hours will be required). $28.82 hourly.

  • This position is eligible for a $1200 retention incentive after successfully completing 180 days of employment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conducts applications and gathers necessary eligibility documents from applicants and annually as need from tenants to maintain their tenancy and federal compliance requirements.
  • Conducts background checks on applicants.
  • Conduct routine inspections of the properties, common areas, and maintenance equipment.
  • Follows HACAP tenant selection, screening, and prioritization policies.
  • Files and leases, notices, tenant receipts, checks, applications, and other records as necessary. Posts notices and other tenant information.
  • Assists tenants in understanding their lease obligations.
  • Collects rental application fees, rent, and security deposits and tracks them in appropriate software.
  • Maintains precise and accurate documentation of eligibility for HACAP affordable housing units.
  • Maintains property by investigating and resolving tenant complaints, enforcing rules of occupancy, inspecting vacant units, planning renovations, and overseeing contractors when professional repairs are necessary.
  • Provides feedback and solutions regarding dangerous situations, liability issues, safety and health related issues.
  • Troubleshoots on site situations and contacts necessary supervisors or authorities when needed.
  • Preforms pre and post rental inspections with tenants.
  • Maintains working relationships and feedback to contracted on site services including but not limited to: common area cleaning, snow removal, garbage removal, pest control and lawn care.
  • Collaborates with internal and external case managers working to provide support services to tenants.
  • Answers requests for maintenance repair from tenants and logs into appropriate system for maintenance staff to address.
  • Conducts light maintenance activities including but not limited to: replacement of light bulbs, lock changes, maintenance of key system.
  • Attends neighborhood association meetings and responds to inquiries and questions from the community.
  • Establishes and maintains collaborative working relationship with community resources; attends and participates in appropriate coalition and other community resource meetings.
  • Collaborates and supports fellow HACAP team members in the maintenance and operations of 2 HACAP affordable housing complexes and other housing units as needed.
  • Other duties as assigned by HACAP Housing Operations Manager and other leadership staff.

QUALIFICATIONS

  • High school diploma/GED with an AA in business administration/human services preferred
  • 3 years work experience in property management
  • Experience working with households that have barriers to tenancy highly preferred
  • Work experience that demonstrates:
    • Effective written and verbal communication skills and active listening techniques
    • Ability to learn, apply, and train on new technology
    • Excellent organization skills
    • Ability to work in a fast paced, multi task environment with limited supervision
  • Working knowledge of computers, databases, and standard software such as Word and Excel.
