H2 Performance Consulting is Hiring a Project Analyst Near Washington, DC

H2 Performance Consulting (H2) is seeking a Program Analyst to support the Program Management Support for the Navy’s Manpower, Personnel, Training, and Education initiatives including payroll, data conversion, training and testing for implementation of Navy personnel and pay | ERP systems.

The Project Analyst responsibilities will include:

  • ​Provide support to the development and coordination of training.
  • Development of procedural workflows.
  • Performance and documentation of testing and validation activities.
  • Development of Payroll Operations policies and procedures.
  • Creation of Standard Operating Procedures (SOPs).
  • Identification and documentation of system internal controls in compliance with Financial Improvement and Audit Readiness Guidance.
  • Development of risk mitigation steps to new or existing Corrective Action Plans (CAPs).
  • Development of operational metrics reporting.
  • Performance of data validation/cleansing/migration.
  • Research and development of process automation solutions.

Qualifications and Education Requirements:

  • Clearance: Minimum SECRET clearance
  • Education: Bachelor’ degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied sciences or management discipline such as business administration, accounting, finance, economics or management information technology.
  • Certification(s): None
  • Experience:
    • Level I: The candidate must have at least 10 years experience in data analysis, statistical analysis, financial analysis, marketing, or public affairs with specific experience with the Federal Budget Process, PPBE and Navy POM preferred.
    • Level II: The candidate must have at least 7 years experience in data analysis, statistical analysis, financial analysis, marketing, or public affairs with specific experience with the Federal Budget Process, PPBE and Navy POM preferred.
