Position Title: Senior Analyst

Provide project management, analytical services, communications support services, and expert consultation on issues related to the phased implementation of the Personnel Support Initiative (PSI) for the United States Coast Guard Servicing Personnel Office (SPO) and Personnel and Administration (P&A) offices.

Location: Washington, DC

Security Clearance Level: Public Trust

Duties and Responsibilities

• Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems, which require doctorate level knowledge of the subject matter for effective implementation.
• Participates in all phases of content development with emphasis on the planning, analysis, testing, integration, documentation, training, and presentation phases.
• Applies principles, methods, and knowledge of the project requirements to include staffing and standards modeling expertise as well as corporate methodologies and tools that will produce infrastructure that will result in professional and consistent delivery of project requirements.

Knowledge and Qualifications

• Bachelors Degree from an accredited college or university with five years of related experience. Equivalents: High School diploma with nine years of specialized experience in related field, or Associates Degree with seven years of experience, or Masters Degree with three years experience, or Doctorate Degree with one year experience.
• Ability to provide guidance and direction for executive level projects implementing initiative management principles, business process development, business re-engineering, and strategic business projects.
• Capability to manage projects of high complexity and to direct the completion of projects within estimated timeframes and resource constraints.
• Ability to coordinate all parties to tasks and review work products for completeness, quality, and adherence to customer requirements.
• Ability to read and interpret Government policy, regulations, and directives, and to apply those interpretations when directed by the Program Manager or designee fully and legally to all PWS activities.
• Ability to communicate effectively, both orally and in writing, with executive level personnel.
• Ability to provide executive level coaching.
• Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
