SALARY RANGE: $75,000 - $80,000 commensurate with education and experience.

GENERAL DESCRIPTION OF DUTIES

The Division of Workforce Development at GCC seeks an innovative, mission-driven, and collaborative higher education professional to join their team as the Director of Innovation and Sustainable Program Development.

Reporting to the Vice President of Workforce Development, the Director of Innovation and Sustainable Program Development will develop and pursue funding opportunities to provide high quality workforce training closely aligned institutional, economic, and regional priorities. The Director will identify funding, partnership, and program opportunities, and develop new programs and partnerships in close collaboration with Workforce Development staff, regional employers, industry experts, and community partners. Through responsive program design and an equity lens that prioritizes underserved adult learners, the Director will contribute to increasing non-credit enrollment, retention, completion, and credential attainment. In close partnership with the Vice President of Workforce Development, the Director will help develop and foster new employer partnerships in Franklin and Hampshire counties to create robust funding streams and training program recruitment pipeline solutions that will support the Workforce Development division's long-term sustainability.

Workforce Development programs at GCC are funded by grants and employer partnerships to ensure that job training opportunities are tuition-free for undeserved adult job seekers, with embedded wraparound support to facilitate program completion and post-training job placement success. The Director of Innovation and Sustainable Program Development is a key position to support the continued growth of this grant-funded, employer-engaged program development model, which has a documented history of success on both an individual student level and broader regional level. This position reports to the Vice President of Workforce Development and will be vital to expanding GCC's role as an economic driver in the region.

EXAMPLES OF ESSENTIAL FUNCTIONS:

  • Working in collaboration with GCC's Grants Department, serve as the lead Workforce Development grant proposal developer, including preparing and organizing materials for proposals like Memorandum of Agreements and Letters of Support from community and industry partners;
  • Identify funding sources for continued and new training programs in collaboration with the Vice President and Dean of Workforce Development and employer partners;
  • Provide strategic oversight of grant applications to ensure industry alignment, feasibility of implementation based on timeline and bandwidth, and other considerations;
  • Provide technical assistance to industry and community partners to compile information to support the submission of Workforce Training Fund grant applications;
  • In collaboration with the MassHire Franklin Hampshire Workforce Board, conduct continuous labor market data analysis to evaluate the viability of new and existing workforce training programs; regional industry sector talent gaps, skills gaps, and other sector needs; and recommend innovative solutions to ensure training programs and wraparound supports meet the needs of all students;
  • Research, review, and track current and prospective Workforce Development and noncredit grant opportunities that closely align with regional employer needs and labor market blueprint priorities and/or expand on Workforce service delivery;
  • Attend industry and community engagement events as needed;
  • Represent Workforce Development at appropriate meetings and planning sessions as they relate to assigned areas of responsibility;
  • In close collaboration with the Vice President (VP) of Workforce Development, liaise regularly with funders, employers, MassHire Franklin Hampshire Workforce Board and Career Center to develop and maintain constructive working relationships with all community workforce development partners;
  • Work with VP of Workforce Development to provide consultation with above-mentioned partners to assess and identify workforce training needs within in-demand industries;
  • Write proposals for GCC's delivery of Related Technical Instruction (RTI) for new Franklin Hampshire apprenticeship program;
  • Work closely with the Workforce Development Program Manager to build Workforce Training Fund Express Program directory of offerings to meet regional employer needs, with the goal of increasing offerings by five (5) new trainings per year;
  • Identify and engage community-based organizations within the region to expand awareness, recruitment, and support activities as named partners in grants;
  • In collaboration with GCC's Grants Department:
    • Maintain a master calendar of Workforce Development grants and prospects and all associated files, budgets, and correspondence;
    • Prepare end-of-fiscal and end-of-calendar year narrative reports and budget reports as required by internal Grants department and business office and external funders
  • Inform strategy to develop strong, expanding pipelines of employer partnerships to sustain future grant-based training programs;
  • Complete special projects and other responsibilities as needed or assigned.
Job Requirements:


MINIMUM TRAINING AND EXPERIENCE*:

  • Bachelor Degree in English, communications, creative writing, higher education, or a closely related field;
  • At least 3 years of project management experience;
  • At least 3 years of relevant experience directly related to research, writing, and communication as it relates to the core functions of this role;
  • Professional experience directly related to Workforce Development and/or a deep understanding of Workforce Development and its role in Franklin and Hampshire counties;
  • Excellent written and verbal communication skills;
  • Ability to think strategically and creatively to solve complex problems related to regional workforce needs, programming challenges, and regional industry and training needs;
  • Experience with grant development and administration, and providing technical assistance;
  • Experience in budget, supervision, and data management;
  • Ability to develop, explain, interpret, and follow policy;
  • Expertise in developing and sustaining community based relationships and collaborative programming;
  • Ability to work well independently and on a team;
  • Strong commitment to diversity, equity, justice and inclusion, as well as barrier resolution for all students;
  • Strong commitment to the mission, vision, and values of GCC

PREFERRED QUALIFICATIONS:

  • Master's degree in education, communication, writing, business administration or related field;
  • Experience with designing educational programming and/or collaborating with subject matter experts to design and deliver training to adult learners;
  • Demonstration of strategic thinking, entrepreneurial and innovative leadership skills;
  • Familiarity with the college's service area and community and industry partners
