Grassroots Crisis Intervention is Hiring an Emergency Shelter Program Manager Near Columbia, MD

Position Summary: Provides the overall and day to day management of the family and men’s shelters to include quality of services, staff training and supervision, development of policies and procedures, operational protocols, and community engagement. This position requires one weekend day a month and one evening shift a month to provide oversight to weekend and evening operations. This position is Monday – Friday 9:00am – 5:00pm

Position Responsibilities:

  • Program management includes 24-hr coverage, adherence to policies and procedures, quality control of clinical services, program evaluation, maintaining a positive environment in which to work, and program implementation. Including orienting new residents to the program, conducting resident meetings as needed to discuss general issues and specific concerns, provides case management to shelter residents as needed, and may care a small caseload.
  • Personnel management to include hiring, training, supervision, and adherence to all personnel policies and procedures regarding disciplinary action, leave, attendance and all matters relating to personnel management.
  • Administrative duties: Participates in the management team for the agency, ensures accurate documentation of clinical services, participates in grant writing and reporting, adheres to all agency required documentation for leave time, absences, travel, etc., and keeps the Executive Director informed of program needs, emergency situations, and unusual incidents.
  • Ensures that thorough documentation is completed, including but not limited to, HCPSS Family Tracker, Case Manager reports, Homeless shelter reports, quarterly PATH service statistics, and shift schedules in a timely manner in Howard County electronic health record (Icarol).
  • Responsible for all aspects of documentation regarding emergency shelter clients: housing plans, files, HMIS documentation, resources for housing, Howard County prioritization for housing referrals, and residents exit interview.
  • Ensures that the program meets all quality and quantity outcome metrics.
  • Complete weekly emergency shelter roster, photos, update assignment logs, bus pass records, and deliver to Howard County partners.
  • Aid during physical moves, coordinating intakes with clients and staff; ensuring rooms are clean for new occupancy, and driving clients in Grassroots vehicle.
  • Manage the grievance process, coordinate with Executive Director, case managers, and clients and complete documentation.
  • Provide one-hour weekly supervision, performance evaluations and yearly reviews to Case Managers, Day Residential Assistants, Culinary Manager, Evening and Weekend Shift Supervisor, Overnight Supervisor and Support Services Supervisor.
  • Consistently adheres to Grassroots program policies, procedures, and schedule based upon emergency shelter needs.
  • Participates in a brief meeting at the beginning of the day to review shift business including status of EOS, expected intakes, alerts, etc.
  • Assures that the lobby, counseling, and open EOS rooms are clean. If the rooms are not clean, the program manager will assign residential assistance to clean the room.
  • Assures that the Emergency Shelter offices are properly stocked with copies of paperwork, linens, toiletries, etc. If supplies are running low, the residential assistants will restock the offices and spaces.
  • Ensures that credit card receipts are maintained and submitted in a timely manner.
  • Responsible for ensuring that the Emergency Shelters offices are in clean and organized condition.
  • Meet with Director of Homeless Services and Executive Director regularly to discuss program operations, concerns, and potential improvements.
  • Complete yearly training as required per Lifeline/Vibrant, State of Maryland, GBRICs, Behavioral Health Administration, etc.
  • Complete training as required by Grassroots Crisis Intervention.
  • Skilled in the use of technology including telephones, computers (PC), laptops, software, and email.

Secondary Responsibilities:

  • Serves as back-up for the Director of Homeless Services or other Program Directors as requested/needed.
  • Participates in board activities as requested such as strategic planning and annual meetings.
  • Collaborates with other Program Directors on planning and implementation of agency-wide training.
  • Participates in management meetings and community events.
  • Other duties as assigned, required, or needed.

Qualified candidates for this position must have:

  • Master’s degree in Human Services or other mental health related degree; or bachelor’s degree and equivalent experience and training.
  • Five years of relevant experience in homeless programs, residential services, mental health services or other related experience.
  • 1 – 3 years of supervisory/management experience in a relevant setting.
  • Possession of a valid driver’s license required.
  • Knowledge of national and local homelessness issues a plus

Agency-wide Responsibilities:

  • Reads 100% of all email communications and responds to emails in a timely manner prior or during their shifts.
  • Participates in supervision, in-service training, and staff meetings.
  • Maintains good working relationships with co-workers and positively contributes to group morale.
  • Completes all administrative duties including time sheets, leave requests, etc. on time.
  • Uses appropriate channels of communication to resolve conflicts with other staff.
  • Interacts with staff, clients, and walk-ins in a professional and courteous manner.
  • Participates in special task forces, committees, or special projects as needed.

Work Conditions include:

  • Evening and weekend on-call availability for phone consultation and in-person if needed.
  • Shares in on-call coverage.
  • Hours are flexible to meet program needs.
  • Overnight travel may be required during emergency situations.
  • Use of personal vehicle for work related activities (reimbursable mileage).
