This position reports to Finance and Operations in Columbia. Incumbent will coordinate with staff and assist with the transition of financial functions of the Department of Health and Environmental Control. Working with existing staff, this position will be responsible for developing and organizing multiple Charts of Accounts, separating, and revamping existing financial systems such as the agency Personnel Costs tracking software. This position will also be responsible for facilitating the split of financial responsibilities between two newly created agencies to include the splitting and creation of new Federal grants. Future responsibilities will include planning, coordinating, directing, and evaluating the total financial operations of the Department of Environmental Services and supervise the agency AR, AP, General Accounting, and Administration teams.

  • Assure Agency financial policies, procedures, and general practices are in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Generally Accepted Governmental Accounting Standards (GAGAS), Federal grant compliance, Federal and State laws and regulations.
  • Provide leadership, oversight, and overall accountability for all accounting functions, to include Accounts Payable, Accounts Receivable, and General Ledger. Responsible for managing and directing complex activities for all divisions within Finance and Operations.
  • Be responsible for all aspects of communication, implementation, and responses to financial audits and coordinating with the Office of State Treasurer, the Comptroller General's Office, Office of State Auditors, and the agency's Office of Internal Audits.
  • Be responsible for the management, development, training, guidance, and succession planning of a large professional and paraprofessional staff.

Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and five (5) years' experience as a professional accountant, three (3) of which must have been in an administrative capacity directing/supervising professional accounting, auditing, or finance employees.
Extensive knowledge of the principles, theories and practices of accounting, auditing, budgeting, or financial management. Considerable knowledge of state government fiscal and budgeting processes, government accounting methods and procedures. Considerable knowledge of GAAP, GASB, GAGAS, State and Federal regulations. Considerable knowledge of Grants oversight & accountability is required. Ability to communicate (oral and written) effectively and to supervise professional and paraprofessional employees. Knowledge and skills acquired through formal education and on-the-job training.

Preferred Qualifications:

Considerable knowledge of the Agency's program structure.
Certification as a CPA, CGFO, or CGFO designation preferred.

Additional Comments:

This position is part of the South Carolina Department of Health and Environmental Control’s Bureau of Financial Management. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

Salary: $66,892.00 - $123,763.00 Annually

Normal Work Schedule:

Monday - Friday (8:30 - 5:00)

Pay Band Band 8

Hiring Range - Min.: $85,000.00

Hiring Range - Max. $105,000.00
